For the recruitment of an agency responsible for the production of audio-visual content as part of the CLEAR Cotton project in Pakistan.

1. Context

The project "Elimination of child labor and forced labor in the cotton, textile and clothing value chains: An integrated approach" is co-funded by the European Union and implemented in collaboration with the Food and Agriculture Organization of the United Nations (FAO) in Pakistan, Mali, Burkina Faso and Peru.

This project aims at contributing to the elimination of all forms of child labour and forced labour in the cotton, textile and garment value chains. It seeks to promote enhanced national legislation and policies, to address the basic needs and rights of children engaged or at risk of child labour, and victims of forced labour. The project combines integrated area-based and value chain approaches to cooperate with governments, social partners, local farmers, communities industries, and international buyers.

One of the objectives of the project is raising the awareness of the actors concerned, including stakeholders, political decision-makers, local industries, as well as communities, to encourage them to adopt effective control measures. For this, the project wishes to set up a communication strategy to strengthen the awareness of the aforementioned key players, at local, regional and global level, through the development and publication of audio-visual products (videos, podcast, etc.) or of press articles relating the activities and results obtained by the project.


 

2. Consultancy Objective (s)

The objective of this consultancy is to strengthen communication and visibility of the CLEAR Cotton project results and activities in Pakistan. To achieve this objective, the project seeks to engage a qualified consultant (agency or individual consultant) to support the communication of key messages on child and forced labor, documentation of the project's impact on the lives of direct beneficiaries in communities, and project actions and engagement with national stakeholders.


 

3. Deliverables

The following deliverables are expected:

  • Two video clips of less than 2 minutes each with key messages on child and forced labour. These videos are for a communication campaign against child and forced labour by the project and its various partners.
  • Two podcasts/audio recordings (maximum 2 minutes each). These podcasts are for the project and different partners to use for the awareness raising campaigns against child and forced labour.
  • A documentary video on the main results and activities of the project. The video, which will not exceed 5 minutes, should highlight the life stories of the direct beneficiaries of the project as well as the commitment of the main partners in the fight against child labour; as an intermediate product. The project team must validate the script for the video.
  • At least 50 processed photos of project beneficiaries, numeric format. The photos must be in high resolution format;
  • 10 short video interviews, less than 2 minutes in length, with direct project beneficiaries, as well as key national and local stakeholders;
  • A report on the delivery of services provided.

 

The project team for the successful completion of the assignment will support the consultant. He/she will have access to and will be able to review a number of background documents, including but not limited to the new ILO brand identity, background information on child and forced labour and the CLEAR Cotton project, as well as similar productions on child and forced labour.

Final products must be in Urdu and English and delivered in digital format. Interventions in Urdu and or other local languages should subtitled in English. The project will support to translate the content of the deliverables and provide the consultant to reach the final translated text for inclusion in the productions.


 

4. Technical specifications for the products

Recording format

All videos should delivered in a high-resolution format for archiving (QuickTime .MOV files).

Shooting style

  • Well-filmed shots with excellent sound and visual quality, with variation in perspective and composition
  • Use of Tripods is encouraged whenever possible.
  • The video sequences should include images covering the training workshops (machines, tools...).
  • Frame rate: 25p.

Interviews

  • Always use a tripod with a normal telephoto focal length (not wide angle) and a lapel microphone or, if necessary, a boom microphone with a windscreen.
  • Run the camera for at least five seconds before and after the conversation with the interviewee.
  • Context: Choose an interesting, well-lit but quiet location that is relevant to the interviewee and provides context. i.e. a beneficiary interviewed in front of a cotton field...
  • Interviewees should be positioned to the left or right of the frame and speak through the frame to the interviewer who should sit or stand next to the camera. The camera, interviewee and interviewer should all be about the same size.
  • Setting up the shot: In addition to the interview, a sequence of shots of the interviewee in action, relevant to his or her identity and the program, is necessary.
  • Use of camera light: set up the camera light at the interviewee's eye level to light up their face; avoid setting up the light from too low or too high an angle. Avoid casting shadows on the face and avoid reflections on glasses.
  • Use lapel microphones rather than hand-held microphones.

Note: Film the interviewees only after securing the properly filled and signed consent forms. At the beginning of each interview, please film each interviewee as he or she states his or her full name, age, location alongside permission to record. Make sure that people who have not given consent do not appear on the products (e.g., in the background).


 

5. Selection criteria:

The following is in the selection criteria of the provider:

  • Experience in producing communication products (videos, podcasts) targeting beneficiaries of all ages in the field of development projects;
  • Experience in documenting the effects of projects on the lives of beneficiaries.
  • Knowledge of ILO and European Union communication and visibility policies
  • Possession of or access to appropriate equipment to meet the technical specifications required.
  • Flexibility to accommodate the challenges like unexpected shifting date/time, accessing the rural areas, patience and sensitivity of filming the beneficiaries including small children, rural women, high-level Government / other partners.

Experience working with the ILO, other UN agencies in Pakistan and other international organizations is an asset.


 

6. Completion time: 6 months

This assignment is a period of 20 working days spread over May – October 2021.


 

7. Payment terms

  • First payment (provisional): 30% - after signing the contract, the production of a note of understanding of expectations validated by the project and a final schedule for the submission of deliverables. This note will include a proposed script for the documentary video; Estimated date: May 30, 2021;
  • Second payment: 40% - after submission of the video clip on child labor as well as a sample of at least 20 photos and 10 short videos of beneficiaries and key partners of the project to the satisfaction of the ILO. Estimated date: June 30, 2021;
  • Third payment: 30% upon delivery of all products to the satisfaction of the ILO. Estimated date: October 30, 2021.

 

8. Method for applications

The application should include a note demonstrating the qualification of the tenderer justifying against the selection criterion as well as the CV (s) of the key resource persons available for this assignment. Accompanied by sample of products from similar assignments carried out. Reference to a website presenting a sample of the candidate's achievements instead of direct mailing of the achievements is encouraged.

Applicants must submit a total budget in PKR for the entire services. This budget will serve, as a reference for signing the contract in case of company’s selection. This overall budget may include but not limited to all cost itemized, such as fees, daily subsistence allowances and any other costs specifically related to the performance of the expected tasks. The breakdown of the estimated costs of the work requested must indicate the basis for calculating the fees, (for example number of hours or days required to complete the products and applicable rates) as well as any travel costs or other expenses that will be incurred by product realization purposes.

Companies also must submit their incorporation certificate at the time of application to be eligible for competition.
