How can you make a difference?

The development of SBCC strategy is a full-time task and requires a dedicated consultant to liaise with MoNHSR&C and its line departments as well as other technical partner organizations and donors. The consultant will work closely with the Ministry staff and partners to achieve the tasks (Mentioned in the work assignment overview).

  • Support in notification of a Communication Committee with all relevant stakeholders to provide strategic guidance and technical oversight in development of a Social and Behavior Change Communication Strategy for UHC and PHC.
  • Mapping and analysis of existing communication strategies for each line department and the community engagement component of UHC and PHC.
  • Conduct desk review of the available resources and focus group discussions to know about the intended audience, level of knowledge, their beliefs and attitudes, channels through which they receive and act on information and the barriers to adopt new health behaviors.
  • Conduct rapid assessment using social data to map existing communication and community engagement landscape and assess current state of public and key stakeholders perception of the health sector to support development of the SBCC strategy.
  • Identification, mapping and analysis of target audiences and channels/platforms for two-way communication.
  • Development of a SBCC Strategy linked to UHC and PHC that encompasses the broader work of all attached departments/Programmes, especially around Reproductive, Maternal Newborn, Child Health and Nutrition (RMNCHN), Communicable Diseases, Non-Communicable Diseases and Health Access as per UHC key domains and indicators.
  • Support provincial counterparts in drafting and finalizing provincial SBCC strategies (for UHC and PHC) linked to the national strategy & Submission of final provincial SBCC Strategies after incorporating feedback from key stakeholders.

To qualify as an advocate for every child you will have

  • An advanced university degree (Masters or higher) in one of the following fields is required: Social and Behaviour science, anthropology, sociology, psychology, communication, public relations, public health, or other related social science.
    • A first University Degree (bachelor's) in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A Minimum of eight years of professional experience in areas of social development programme planning, SBCC / C4D, public advocacy / related areas at the international / large organization some of which preferably were served in a developing country is required.
  • Should have a strong understanding and experience of SBCC Strategy development.
  • Have in depth understanding of different health programmes and Health system of Pakistan
  • Recognized abilities to organize and implement planning workshops in strategic communications, participatory approaches, and evaluation of communication interventions.
  • Knowledge of current developments in the fields of communication for development, adult learning, media, community organization and participation.
  • Strong analytical and professional report writing skills and experience using quantitative and qualitative data
  • Proven leadership skills with strong linkages with provincial and regional health departments and other stakeholders.
  • Fluency in English is required. Fluency in Urdu is considered as an advantage. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

NOTE:

  • Estimated Duration: 100 days, estimate starting date: 25 August, 2022
  • This is a home based assignment and the duty station is Islamabad with visits to provinces / federating areas for consultations
  • The consultancy is at a senior level.
  • Applicants are requested to submit a financial quotation indicating daily fee or a lump sum amount for the whole assignment as part of the application against each deliverable.
  • HEC Attested and verified degrees are a pre-requisite for employment at UNICEF. Candidates will be required to present attested and verified degrees.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.

Individuals engaged under a consultancy or individual contract will not be considered staff members under the Staff Regulations and Rules of the United Nations and UNICEFs policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (if applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
