Pakistan was the sixth country in the world to sign and ratify the Convention on the Rights of the Child, less than one year after it was adopted by the United Nations General Assembly in 1989. However, children and adolescents living in Pakistan still face acute challenges.

UNICEF supports the Government of Pakistan to accelerate progress for children, work to achieve the Sustainable Development Goals (SDGs) and help children realize their rights under the Convention on the Rights of Children. This will be made through, among others things, strong partnerships with provincial authorities, teachers and health professionals, frontline workers and social mobilisers, communities and families, and of course the children and adolescents themselves.

In particular, UNICEF will work so that:

  • Every child survives and thrives - being in good health, immunized, protected from polio and accessing nutritious food.
  • Every child learns.
  • Every child is protected from violence and exploitation and registered at birth.
  • Every child lives in a safe and clean environment, with access to safe drinking water and adequate sanitation.

How can you make a difference?

UNICEF Sindh Field Office has been implementing, since early 2019, integrated services delivery for children under 5 (namely health, nutrition, WASH and birth registration) in the polio super high risk Union Council (UC) of Gujro in Gadap Town, District East.

This Union Council was selected due to its high level of missed children, during polio vaccination campaigns and the presence of an environmental sample that, unique in the world, had shown 18 consecutive months of positivity and was considered an active reservoir for the virus. As a result of the activities implemented in UC Gujro UNICEF, in support to the Government of Sindh, will implement a minimum package of services in another high-risk UC: UC2 Ittihehad Town, District West of Karachi.

The theory of change and minimum package of interventions for integrated services have been defined in September 2019, while the specific action plan for Ittehad, and expansion of Gujro, have been defined in a workshop held in Karachi in October 2019.

To make a difference, you will be accountable for the following tasks and deliverables:

  • Ensure coherence of the Gujro and Ittehad action plans, developed in October 2019, reviewing activities and timelines, as per needs on the ground (particularly for Ittehad);
  • In collaboration with the M&E Specialist Integrated Services Delivery (ISD) in Islamabad, finalise the M&E framework of the two action plans (Gujro and Ittehad), ensuring consistency with CPD matrix, RAM indicators and appropriate process/activity indicators;
  • In collaboration with the M&E Specialist ISD, and with relevant colleagues and counterparts, conclude the baseline data collection for all six super high-risk UCs, prioritizing Gujro and Ittehad;
  • Participate in the weekly integrated service delivery (ISD) meetings, supporting the CFO on the action points to be timely actioned;
  • Ensure coordination of all the activities in the two action plans, constantly liaising with the nutrition, health, WASH and child protection teams to align the respective activities and liaise accordingly with counterparts;
  • Actively support the monitoring of activities being implemented in both Gujro and Ittehad, providing timely feedback to the respective UNICEF staff in charge of the activities;
  • Facilitate the coordination meetings led by DHOs, and other counterparts, if and when required;
  • Prepare communication and reporting documents (power point presentations, two pagers, short reports) when required;

Deliverables:

  • Action plans coherence ensured through thorough revision of the two plans;
  • M&E frameworks of the two plans reviewed;
  • Data collection for baseline initiated;
  • Participated in the weekly meetings and supported the follow up of actions;
  • Facilitated meetings when requested;
  • Baseline data concluded;
  • Coordination of activities, according to the plans ensured and actively liaised with all partners and counterparts.

To qualify as an advocate for every child you will have

  • An advanced university degree (Masters or higher) in in social sciences, statistics, business administration, public health or any other related technical field. *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • At least 2 years of working experience in coordination and monitoring of social services interventions, with a wide range of partners;
  • Fluency in English and Urdu;
  • Proven capacity to work with people from different sectors and background, including governmental and non-governmental entities.

NOTE:

  • Estimated Duration: 6 months, estimate starting date: Sep 2020
  • Consultant will be based in Karachi
  • Applicants are requested to submit a financial quotation indicating monthly fee as part of the application against each deliverable.
  • HEC Attested and verified degrees are a pre-requisite for employment at UNICEF. During the recruitment process candidates will be required to present attested and verified degrees.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
