Pakistan was the sixth country in the world to sign and ratify the Convention on the Rights of the Child, less than one year after it was adopted by the United Nations General Assembly in 1989. However, children and adolescents living in Pakistan still face acute challenges.

UNICEF supports the Government of Pakistan to accelerate progress for children, work to achieve the Sustainable Development Goals (SDGs) and help children realize their rights under the Convention on the Rights of Children. This will be made through, among others things, strong partnerships with provincial authorities, teachers and health professionals, frontline workers and social mobilisers, communities and families, and of course the children and adolescents themselves.

In particular, UNICEF will work so that:

  • Every child survives and thrives - being in good health, immunized, protected from polio and accessing nutritious food.
  • Every child learns.
  • Every child is protected from violence and exploitation and registered at birth.
  • Every child lives in a safe and clean environment, with access to safe drinking water and adequate sanitation.

How can you make a difference?

To provide technical support to the delivery of data analysis, social policy led initiatives (and other current research and secondary analysis for policy recommendations) around COVID19.

The main objectives of the Technical Consultant are as follows:

  • Deliver macro-economic and microeconomic policy analysis for different research existing and future projects within the Section;
  • Deliver the Child MPI Childrens Child Friendly Chapter in coordination with UNDP and MPDR;
  • Contribute to the completion of PCOs Equity profiling: National/Provincial (analysis, data analyses, policy recommendations and project implementation);
  • Contribute to the completion of PCOs Equity District profiling: National/Provincial (analysis, data analyses, policy recommendations and project implementation);
  • Deliver Secondary data analysis for child poverty and social protection policy recommendation briefs specifically around MICS 6 in Punjab and Sindh.

Tasks

  • Deliver macro-economic and microeconomic policy analysis for different research existing and future projects within the Section;
  • Deliver the Child MPI Childrens Child Friendly Chapter in coordination with UNDP and Ministry for Planning, Development and Research (MPDR);
  • Contribute to the completion of PCOs Equity profiling: National/Provincial (analysis, data analyses, policy recommendations and project implementation);
  • Contribute to the completion of PCOs Equity District profiling: National/Provincial (analysis, data analyses, policy recommendations and project implementation);
  • Conduct Secondary data analysis for child poverty and social protection policy recommendation briefs specifically around MICS 6 in Punjab and Sindh;
  • Provide support to program team in planning, management, coordination of programme activities to address COVID 19 situation
  • Undertake support activities related to data analysis, draft notes, briefing packs and power points for various audience with new information on COVID 19
  • Provide coordination support to COVID 19 response research projects initiated by the social policy Section, especially those related to
  • Support program team in managing and organizing strategic research agenda in relation to SP priorities and COVID 19
  • Provide coordination support to stakeholders for information sharing, review and quality assurance of draft inception, assessments and summary reports
  • Support implementation of research plans with vendors, consultants and firms through follow up and progress tracking; and,
  • Contribute to other Social Policy led engagements and projects (e.g. UNCTs COVID19 Assessment, ROSAs led COVID19 analysis, etc.)- National/Provincial (analysis, data analyses, policy recommendations and project implementation).

Deliverable(s)

  • Technical Support to implementation of SP led COVID 19 initiatives;
  • Research and Coordination Support Policy dialogues / workshops / meetings organized;
  • Under the supervision of the Chief of Section and the Social Policy Officer, and, in coordination with the SP Data Team, Support the development of concept notes and project implementation, including partners coordination around specific projects: Draft assessment documents prepared for SP led projects and COVID 19 initiatives;

To qualify as an advocate for every child you will have

  • An advanced university degree (Masters level) in statistics, economics, public health, nutrition, public policy, social sciences, education, demography, or related field.
  • A minimum of two (2) years of relevant work experience in research and project management
  • Excellent quantitative/statistical and analytical skills, including ability to carry out statistical analyses autonomously; or qualitative data analytical skills. Applicants must clearly specify in the application if they have quantitative or qualitative skills (or both when applicable).;
  • Substantive knowledge in one or more of the following: statistics, economics, public health, nutrition, public policy, social sciences, education, demography, or related field;
  • Excellent knowledge of SPSS and other statistical packages; and/or qualitative software such as MAXQDA, NVivo or similar. Experience and knowledge of STATA would be an advantage. Applicants must clearly specify in the application which software or package they excel at;
  • Ability to organize own work and to carry out a research project with limited supervision according to deadlines;
  • Ability to speak and write fluently in English; good working knowledge of Urdu is a most.
  • Commitment to UNICEF principles and mandate.
  • Experience with field work and data collection, including with vulnerable groups and/or emergency situations is desirable.
  • Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships.
  • Excellent writing, facilitation, and organizational skills, specifically within the UN system and/or with partners; and,
  • Executive coaching managerial experience will also be an added advantage

Remarks:

  • Estimated Duration of Contract (Start date: July 1, 2020 and Estimated End date: Dec 31, 2021)
  • Applicants are requested to submit a financial quotation indicating monthly fee as part of the application against each deliverable.
  • HEC Attested and verified degrees are a pre-requisite for employment at UNICEF. During the recruitment process candidates will be required to present attested and verified degrees.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Consultants and Individual contractors are responsible for paying any taxes derived from the earnings received from UNICEF.
