Organizational Context and Scope:-
Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

The humanitarian unit in Pakistan is presently implementing projects related to Natural Disaster Preparedness, Response and Recovery, Regional Evidence for Migration Analysis and Policy, and Support to Return of Undocumented Afghan migrants from Pakistan.
Under the overall supervision of the Chief of Mission and direct supervision of the Senior Programme Manager, and in close coordination with programme leads in the mission, the National Programme Officer – Program Development and Reporting will be responsible for deliverables outlined in the following sections:
Responsibilities and Accountabilities: -
Work closely with the senior management team on the development and submission of concept notes and proposals in line with the overall mission strategic response.
Liaise with relevant IOM units at Headquarters and Regional Offices to coordinate submission and obtain necessary approvals for submission of project documents in line with IOM Project Handbook.
In coordination with the senior management team, act as focal point within the Unit for reporting on the mission annual report (institutional questionnaire) and other mission recurring reports (Humanitarian Compendium, regional reports etc.).
Contribute to key documents such as progress reports for donors, press releases and other programme reports.
Support preparation and implementation of assessments and research based initiatives at all levels.
Assist in maintaining liaison with field staff, government authorities, UN agencies, national and international organizations aiming at coordinating new activities.
Support the senior management in IOM’s engagement in the overall One UN Programme and coordination with the Resident Coordinator’s Office and other UN agencies.
Participate in meetings and events where relevant programmes are being discussed and support liaison with other agencies and/or counterparts.
Support adequate levels of information sharing between internal units, sector partners, IOM and other humanitarian partners.
Stay up to date regarding assessments and reports produced by other agencies and organizations and ensure relevant and important information is incorporated in IOM project reports and future strategies.
Promote and facilitate the integration within all activities of gender perspectives and attention to the specific needs of vulnerable populations such as pregnant women, persons with disabilities, the elderly, children and other extremely vulnerable groups.
Perform other duties as may be assigned.
Education and Experience: -
University degree in Business Administration, development or a related field from an accredited academic institution, with at least two years of relevant professional experience, preferably in project development, reporting, communications or similar roles.
Experience in project development, and in the preparation of project narrative reports, statements and/or projections required.
Experience in the field of project design, donor and partner liaison.
Prior work with IOM, familiarity with IOM project cycle management and the IOM Project Development and Implementation Handbook is an asset.
Experience in liaising with UN partners, government counterparts, and both international and national humanitarian agencies.
Demonstrated excellent writing skills in English.
Strong writing capacities required and an ability to communicate with a wide variety of audiences strongly desired.
Work experience in challenging environments.
Experience of working in humanitarian situations highly desirable.
Demonstrate proficiency with Microsoft Office applications, including Word, Publisher, PowerPoint and Excel.
Previous work experience in international organizations and companies would be an advantage.
Understanding of gender considerations.
