Reproductive Health (RH) Programme Analyst

The Position:

The RH Programme Analyst supports the management of the project “Sihat Mand Khaandaan: Healthy Families for Pakistan through Accelerated Reproductive Health and Family Planning Services”, which is funded by the Government of Canada, with the total budget of 21 million Canadian dollars for the period of 2020-2024.

The RH Programme Analyst works in an integrated manner with the programme and technical staff in UNFPA Pakistan and contributes to the formulation, implementation and monitoring of the project activities related to family planning, human resources for maternal health, and in particular midwifery, and Emergency Obstetric and Newborn Care (EmONC).

Your role is instrumental in maintaining collaborative relationships with relevant counterparts in government institutions, civil society and UN agencies in Sindh province to directly benefit women, adolescent girls, men and boys and to provide capacity building support to maternity care providers.

Under the overall guidance of the International Programme Coordinator and direct supervision of the Head of Sindh Sub-Office, you will expand the range of UNFPA deliverables in Pakistan within the ICPD agenda based on national priorities and in collaboration with provincial stakeholders.

Job Purpose:

In a highly complex operating environment, you will facilitate the delivery of the project workplans, the appropriate application of systems and procedures and providing information on achievement of results.

 

You will be expected to analyze and assess relevant political, social and economic trends and provide substantive inputs to prioritizing RH interventions.

 

You will play an instrumental role in promoting partnership, synergy and strategic alliances with counterparts in government, multi-lateral and bi-lateral agencies and civil society.

 

You will be responsible for:

A. Technical and capacity building support

  • Conduct and update needs assessments for family planning, EmONC, and human resources for RH to ensure that workplans are evidence-based and results-driven;
  • Contribute substantively to the formulation and design of the project workplans in line with national priorities and according to UNFPA programme policies and procedures;
  • Contribute to the development and implementation of an integrated strategy for delivery of technical assistance;
  • Support capacity building interventions to scale-up quality RH services, especially for family planning, skilled attendance at delivery and EmONC care;
  • Contribute substantively to donor reports, project documents and concept notes;
  • Help create and document knowledge about RH issues by analyzing project strategies, approaches and ongoing experience for lessons learned and best practices;
  • Establish linkages between existing RH and GBV programmes.

 

B. Advocacy and Policy Dialogue

  • Participate in policy dialogue and advocacy for substantive issues in various fora at the federal and provincial level. Prepare evidence-based advocacy messages for advancing universal access to RH services;
  • Assist in the preparation of strategy documents, project summaries, speeches, briefing and conference papers;
  • Analyze trends, threats and risks related to RH that may affect the ICPD agenda and SDGs;
  • Maintain a functioning network of contacts in the media and civil society to support advocacy efforts and take opportunities for advocating for UNFPA’s mandate.

 

C. Coordination and Partnership

  • Provide technical support in the activation of RH coordination using existing government led structures and systems;
  • Lead the identification process of programme partners, including the assessments of their capacities and design of a capacity development plan;
  • Establish, maintain and utilize a broad network of contacts to keep abreast of developments and to share information;
  • Effectively network with partners seizing opportunities to build strategic alliances with institutions and individuals and develops positive ties with civil society constituents;
  • Develop and maintain collegial relationships with UN agencies, Aga Khan Foundation, provincial government institutions and other partners.

 

Qualifications and Experience

 

Education:

 

Advanced university degree in Public Health or Social Science, Health Statistics or other relevant field

Knowledge and Experience:

  • 7 years of professional experience, preferably in programme/project management in the public or private sector;
  • Substantive knowledge and hands on experience in RH;
  • Understanding of human rights and gender equality dimensions of RH is desirable;
  • Excellent organization skills, attention to detail, precision and accuracy;
  • Demonstrated ability to refine programme design and to ensure alignment of organizational programme objectives to national priorities/capacities;
  • Excellent communication skills to foster partnerships at a high level of representation and to maintain political partnerships in the assigned country;
  • Strong interest in development work, especially the mission of the United Nations Population Fund and dedication to the principles of the United Nations.

 

Languages:

Fluency in oral and written English.
