General Background of Project or Assignment:
Pakistan is a country that has its very own, distinct set of challenges; however, it has ensured access to basic services for refugees. UNHCR has done its utmost over the years to channel resources towards such systems. In order to help ensure the inclusion of refugees in basic services including water, infrastructure, education, livelihoods, health, and social protection through the Refugee Affected and Hosting Areas (RAHA) Program.
However, efforts to address energy needs are sorely lacking. The long-standing presence of refugees has inevitably created competition over natural resources. As most refugees rely on firewood to meet their energy needs, tensions with local communities, who are often equally disadvantaged, have undermined the trust between them. Gaining access to energy often poses risks to their security, safety, and well-being. In Pakistan, limited resources make it difficult to adequately address the need for safe, reliable, and clean energy. In fact, most refugee villages are not connected to the national power grid and are dependent on traditional biomass.
In line with the Global Strategy for Sustainable Energy, which for market-based energy interventions that are anchored in efforts to empower refugees to meet their energy needs, UNHCR has decided to implement a series of energy interventions from January 2022 to December 2023 to ensure that refugees and host communities will have access to clean and affordable energy sources.
The objective of this consulting engagement is to provide technical support UNHCR in the implementation of Support to UNHCR in the implementation of energy related projects of the Global Refugee Compact in the Humanitarian-Development-Peace Nexus (SUN Program), BMZ funding program.
Overall Purpose and Scope of Assignment:
The Consultant is expected to support the project manager in carrying out the following tasks in conjunction with the Program Unit of UNHCR Pakistan.
Implementing and monitoring energy activities:
The activities presented here are meant to provide immediate solutions to move refugees from Tier 0 to Tier 1. Vocational training on O&M of renewable energy appliances/plants as well as environmental awareness creation will also be an important part that lays the foundation for a successful energy program in long term. This will also create job opportunities and increase economic activities in the host communities and RVs. For example, training on O&M of solar lanterns, and charging station, has enabled females in various regions to start a small business. In addition, in order to ensure benefit for host communities, public facilities schools and health facilities to be solarized. The description of tasks are as follows:
