Overall Purpose and Scope of Assignment:

The Consultant is expected to support the project manager in carrying out the following tasks in conjunction with the Program Unit of UNHCR Pakistan.

Implementing and monitoring energy activities:

The activities presented here are meant to provide immediate solutions to move refugees from Tier 0 to Tier 1. Vocational training on O&M of renewable energy appliances/plants as well as environmental awareness creation will also be an important part that lays the foundation for a successful energy program in long term. This will also create job opportunities and increase economic activities in the host communities and RVs. For example, training on O&M of solar lanterns, and charging station, has enabled females in various regions to start a small business. In addition, in order to ensure benefit for host communities, public facilities schools and health facilities to be solarized. The description of tasks are as follows:

• Identifying target facilities to be solarized based on the needs analysis in close coordination with Refugee-affected and hosting areas (RAHA) pregame specialist and WASH specialist of the Program Unit.
• Providing the Program Unit with technical support for the implementation of solarization projects. This includes technical support for a Feasibility Study to be conducted by the Program Unit.
• Monitoring the progress and completion of the project in close coordination with the Program Unit.
• Developing TORs on the distribution of Energy-efficient stoves for a service provider(s) (SP) and supporting the Program Unit for the SP selection process.
• Monitoring the distribution process by the SP in line with the TORs.
• Conducting the Post Distribution Monitoring (PDM) in line with the TORs (to be provided by UNHCR).
• Developing TORs on the distribution of Solar lanterns for a SP(s) and supporting the Program Unit for the SP selection process.
• Monitoring the implementation process by the SP in line with the TORs and workplan (to be provided by UNHCR).
• Developing TORs on the distribution of Solar Bags for a SP and support the Program Unit for the SP selection process.
• Developing tender documents including TORs, Technical Specifications, etc. for the Installation of PV systems in line with the results of Feasibility Study (to be provided by UNHCR)
• Supporting the Program Unit for the tender process including technical evaluation.
• Monitoring the installation of the PV systems in 2 RVs.
• Conducting a completion inspection to issue a completion certificates.
• Developing tender documents including TORs, Technical Specifications, etc. for the Installation of Mini/Micro-Grid systems in line with the results of Feasibility Study (to be provided by UNHCR).

Minimum Qualifications:

• Have legal status enabling him/her to perform the above-mentioned tasks.
• Master’s Degree in Energy Infrastructure/Construction Management or any Civil/Electrical Engineering engineering discipline.
• A minimum of 7 years of relevant and progressive professional experience, specifically in the field of Project Management and/or support with a focus on planning, stakeholder management, monitoring, reporting is required.
• Proven track record of successfully implemented plans and projects.
• Experience in creating and executing project plans to meet needs and requirements.
• Thorough experience in writing reports, performing data analyses, and drafting documents is desired
• Procurement experience with exposure to public procurement processes is a distinct advantage.
• Knowledge in solar renewable energy will be an added advantage.

Contract Expectations:

• Duration: 11 months (335 days)
• UNHCR offers competitive salary based on experience and skills.
