Pakistan was the sixth country in the world to sign and ratify the Convention on the Rights of the Child, less than one year after it was adopted by the United Nations General Assembly in 1989. However, children and adolescents living in Pakistan still face acute challenges.

UNICEF supports the Government of Pakistan to accelerate progress for children, work to achieve the Sustainable Development Goals (SDGs) and help children realize their rights under the Convention on the Rights of Children. This will be made through, among others things, strong partnerships with provincial authorities, teachers and health professionals, frontline workers and social mobilisers, communities and families, and of course the children and adolescents themselves.

  • Every child is protected from violence and exploitation and registered at birth.

The incumbent of the post under the direction supervision of Procurement Services Management, will be responsible to provide technical expertise and oversight to the COVAX Facility and supply and logistics aspects related to COVID response within Pakistan. This would be through coordination of all activities required to fulfill the responsibilities of UNICEF in the most effective and cost-efficient manner, through strong collaboration with the Ministry of Health, Federal EPI, World Bank, UNICEF SD, UNICEF Health Sections and Supply Sections.

How to make the difference?

The incumbent shall be responsible for following key functions, accountabilities and related duties/tasks;

1. Establish and maintain procurement planning and logistics aspects related to the deployment of COVID-19 vaccine and supplies.
2. Conduct data analysis on COVID-19 requirements to inform planning, ordering and procurement and operational budgets for logistics
from multiple sources.
3. Coordinate with Federal EPI on the provision of import permits to allow delivery of vaccines and customs clearance at the port of entry,
transportation and inspection of the received supplies.
4. Implement COVID-19 Vaccine Standard Operating Procedures (SOPs) for stock management and reporting in collaboration with
Federal EPI and Provinces.
5. Conduct logistics assessment of the current in country logistics capabilities to support surge in COVID-19 vaccine deployment
countrywide and recommend a sound structure for an effective and efficient logistics management system that will also ensure costs
saving.
6. Facilitate capacity development initiatives and exchanges of best practices and work with partners and stakeholders to improve
performance, reduce costs, stock outs and wastage in national health supply chains.
7. Ensure effective coordination within UNICEF as well as within and other partners involved in the COVID-19 supply chain.
8. Participate in joint field monitoring and commissioning of cold chain equipment as part of PREP project.
9. Effective collaboration and partnership in logistics with internal and external counterparts is developed and maintained through better
coordination, communication, and networking. Effective partnership standby agreement concluded to ensure timely delivery,
utilization, and monitoring of quality and movement of supply assistance.
 
Key Expected Results:
1) Manage procurement planning and logistics aspects related to the deployment of COVID-19 vaccine and supplies.
a. Provide technical support to the Ministry of Health in demand planning for COVID-19 supplies, including vaccines.
b. Develop costed procurement plan to support funding budgets for COVID-19 supplies and vaccines.
c. Prepare logistics strategy for delivery and distribution of the COVID-19 supplies and vaccine.
d. Coordinate with the respective authorities to track and ensure that supplies reach beneficiaries, including relevant logistics information
management and documentation of records.
e. Track randomly some shipment of vaccines starting from airport until it reaches the mouth of child and confirm the wastage rate.
 
2) Coordinate shipment planning and in country logistics preparations for COVID-19 vaccine and devices.
a. Prepare a shipment plan in line with the implementation strategy.
b. Prepare Operational Budget for cold chain requirements and transportation.
c. Strengthen collaboration and partnership with customs and port/airport authorities at national ports of entry on the clearance of
UNICEF supplies, in keeping with established protocol.
d. Coordinate import exemptions and customs clearance arrangements.
e. Prepare a COVID-19 distribution plan based on the information received from the counterparts.
 
3) Conduct logistics Capacity Assessment of COVID-19 designated facilities.
a. Conduct logistics assessment of provincial point of entry for air shipment.
b. Collect information on customs regulations for clearing humanitarian cargo through provincial point of entries.
c. Prepare a detailed report on available storage condition at port of entry and grace period for safe storage of supplies.
d. Prepare a detailed report on COVID-19 designated facilities at provincial level and information on the number of beds per each facility.
 
4) Coordination and information management
a. Develop and implement guidelines for in-country logistics services to be supported by UNICEF for COVID-19 supplies.
b. Develop a contact list of provincial focal persons responsible for receiving COVID-19 supplies and distribution to designated facilities
c. Collect weekly information on COVID-19 supply major requirements.
d. Briefly report on major challenges met, when distributing COVID-19 vaccines and other supplies.
e. Participate in the Ministry of Health meetings on COVID-19 supplies and advise on logistics and supply chain matters.
 
5) Monitoring COVID-19 stock pipelines and reporting
a. Monitor all deliveries (local and international) s and update the shipment monitoring report and share with partners.
b. Monitor implementation of the distribution plan by the 3rd parties, to identify any constraints, leakages and storage.
c. Reconcile the procurement plan against processed orders and identify outstanding quantities to support ordering.
d. Prepare COVID-19 Stock movement Overview and share with relevant people.

To qualify as an advocate for every child you will have

  • An advanced university degree (Masters or higher) in Business Administration, Management, Economics, Supply Chain Management, Logistics, Procurement, Contract/Commercial Law, International Development, Health or related social science field.
  • First university degree (Bachelor's) in a relevant field (as identified above) combined with 2 additional years of relevant professional experience (in supply, logistics, procurement, contracting, administration and/or other directly-related technical fields) may be accepted in lieu of an Advanced University Degree.
  • Minimum two years of relevant professional experience at the national and international level providing technical support in public health, primary health care, supply chain management and vaccine management.
  • Proved experience in planning and supporting effective vaccine management, immunization supply chain and nutrition supply chain system support an added advantage.
  • Additional training in information management systems and Health supply management is an asset.
  • Work experience with UN, INGO and/or National Health Authorities would be highly desirable.
  • Fluency in English is required. Knowledge of a local language is an asset.
