2. Background

2.1 The SRHR Project/Initiative

Universal Health Coverage (UHC) is based on the principle that all individuals and communities have equitable access to their needed health care, in good quality, without suffering financial hardship. UHC helps drive better health and development outcomes. Achieving UHC by 2030 has been endorsed as one of the Targets of the Sustainable Development Goals (SDG).

Pakistan is progressively moving towards phased implementation of UHC Benefit Package of Pakistan (Essential Package of Health Services and Inter-sectoral interventions) that has included SRHR interventions. Islamabad Capital Territory implemented the UHC benefit package defined at federal level on pilot basis in 2020. Electronic data management system is a key component of the UHC benefit package implementation.

 

2.2 Rationale

As part of the UHC benefit package implementation, the Government Ministry of Health initiated the integrated electronic data management system (EDMS) with support from WHO in ICT as a demonstration district in the pilot implementation of the defined UHC package in 2020. Considering the workload in health facilities, filling information in registers is a challenge and contributes to gaps in hospital data availability critical for decision making. It is against this background that the Ministry of National Health Services, Regulation & Coordination (MoNHSR&C) with the support of WHO, therefore, would like to roll out electronic medical records system in selected facilities in 6 priority UHC districts in all provinces to facilitate collection of vital data in an easier manner as implementation of UHC benefit package is being rolled out in all provinces.

 

3.0 Objectives for the HIS Strengthening exercise

• To roll out the electronic data management system including dashboards on key UHC indicators including SRHR indicators in 6 Districts.

 

 

 

Output 1

• Prepare an inception report that provides timelines and methodology for the assignment.

 

Output 2: Identify facilities for implementation of the EDMS in collaboration with federal and provincial departments of health.

• Identify personnel requirements for HIS implementation

• Identify systems requirements for HIS implementation

 

6.0 Deliverables

1: Inception report providing timelines and methodology for the assignment including identified facilities, personnel and systems requirements.

 

2: Online dashboard linked to national PHIS dashboard that will enable GIS linkage with maps.

 

Deliverables/Payment Schedule

First Deliverable: Signing of contract by 15th May 2021 (0% Payment)

Second Deliverable: Submission of Tools for HIS (including SRHR indicators) in consultation with the Ministry and WHO by15thJune, 2021 (40% Payment)

Third Deliverable: Submission of HIS electronic data entry platform, online dashboard linked to National PHIS Dashboard and HIS training modules by 15th August 2021 (40% Payment)

Fourth Deliverable: Final report on electronic HIS pilot in ICT by 10st September 2021. (20% Payment)

 

7.0 Technical Supervision

The selected Consultant/ consulting firm will work under the direct supervision of:

Responsible Officer: Technical Officer – SRHR and National Professional Officer -RMNCAH

Manager: WHO Representative / Head of Office

 

Qualifications required

Individual consultants: At least Master’s degree in Public Health or Social Science or Information Technology (IT). Demonstrable knowledge of Health Information Systems, public health/ SRHR/ primary health care issues in Pakistan.

 

Experience required

• At least ten years work experience in Health Information Management System in Pakistan and experience of working with government.

• At least 5 years’ experience of Electronic Information Management Systems and dashboards.

• At least 2 years’ experience of developing GIS enabled Android app for data collection

• Excellent interpersonal, oral communication, writing and documentation skills.

• Ability to meet tight deadlines and to work effectively under pressure.

• Computer skills

 

Language requirements

• Fluent in English (reading, speaking and writing)

• Knowledge of local languages for effective communication at field level.

 

The selected candidate will work in all the provinces.
