TERMS OF REFERENCE
1. Purpose
The purpose of this assignment is to conduct a service availability and readiness assessment (SARA) survey in selected districts in Pakistan
2. Background
2.1 The SRHR Project/Initiative
In January 2019, World Health Organization (WHO), signed a four-year donor agreement to implement the Initiative “Supporting country strategies to reduce maternal mortality and achieve Sustainable Development Goal (SDG) targets through a health systems approach” which is known as the Sexual Reproductive Health and Rights (SRHR) Initiative. The SRHR Initiative supports countries to make progress toward achieving universal health coverage (UHC) and meeting their SDG targets, particularly with reference to reduction of maternal mortality (SDG 3.1), universal access to sexual and reproductive health care services (SDG 3.7) and sexual and reproductive health and reproductive rights (SDG 5.6). The initiative focuses on supporting countries with a high burden of unintended pregnancy and unsafe abortion to reduce maternal mortality and morbidity from preventable causes.
2.2 Rationale
The Government has undertaken various efforts to gather critical information that aim to fill the current knowledge gaps with regard to SRHR related matters within the country to ensure proper planning. For example, a comprehensive situation analysis on status of UHC and SRHR in Pakistan is currently underway. National/ Provincial laws governing various aspects of SRHR such as age at first marriage and abortion are being studied for gaps.
In order to complement the SRHR situation analysis for Pakistan, there is a need to study in detail the extent of SRHR service availability and readiness in the health facilities of the country. The Ministry of National Health Services, Regulation & Coordination (MoNHSR&C) with the support of WHO, therefore, have planned to conduct a comprehensive Service Availability Readiness and Assessment (SARA) survey with respect to SRHR and Essential Health Services (EHS) in selected districts covering all Provinces of Pakistan in order to define population needs and health facility capacities in line with the UHC requirements.
Assessment of health facility availability with regard to physical presence and functional presence, and facility readiness to provide health care services, mainly for essential services package including abortion, are important data sources for monitoring health system capacity to respond to population needs and monitoring health system performance over the years, in addition to providing up to date data and information for planning.
3. Objectives of the Assignment
The overall objective of the assessment is providing baseline data for developing a model health care for UHC, update national, regional and global facility driven indicators for monitoring progress to UHC and SDG targets.
SARA survey will be conducted under the following objectives:

5. Work to be performed
The consultant(s)/consulting firm is expected to liaise with the Ministry focal points on Health Systems Strengthening and SRHR, Technical Officer (SRHR) and National Programme Officer (RMNCAH) in the WCO, NPOs (RMNCAH) in selected districts and other stakeholders in undertaking this task.
The consultant(s)/consulting firm is expected to undertake the following:

i. Inception report with detailed work plan and data collection plan
ii. Logistics and operational report after data collection.
iii. Transfer of data collected to the designated server.

Qualifications required:
Individual consultants: University degree in social sciences, with at least Master’s degree in Public Health, Reproductive Health, or Social Sciences and demonstrable knowledge of public health/ SRHR/ primary health care issues in Pakistan and survey methodology
Consultancy firms: Have a dedicated team of public health committed to this assignment with demonstrable knowledge of public health/ SRHR/ primary health care issues in Pakistan and survey methodology
