  • General Background

The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, supporting the successful implementation of its partners peacebuilding, humanitarian and development projects around the world. UNOPS supports partners to build a better future by providing services that increase the efficiency, effectiveness and sustainability of peace building, humanitarian and development projects. Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement and infrastructure services to a wide range of governments, donors and United Nations organizations.

UNOPS has been supporting projects in Pakistan for more than 15 years and in 2010 opened a new office in Islamabad to support the post-flood relief and recovery effort. UNOPS in Pakistan implements projects in the following thematic areas:

  • Early recovery and reconstruction of community infrastructure

  • Project management and related monitoring and verification

  • Community development

  • Gender justice and womens empowerment

  • Procurement

Under the guidance and supervision of the Partnerships Specialist and with a dotted line to the Country Manager, the incumbent will be supporting the planning, design and implementation of all internal and external strategies and plans for communications in UNOPS Pakistan. S/he will support implementation and reviews of a transformative communication strategy, to upscale the coverage of UNOPS in Pakistan. S/he will be instrumental in increasing the profile and visibility of UNOPS Pakistan both in country and globally, with donors, partners, community members, and UNOPS through social media, print media and publications, as well as strategic and on-message visibility materials.


 

The Communications Officer will also act as the UNOPS Pakistan Country Gender Focal Point, and will assist senior management ensure gender is mainstreamed in all UNOPS projects and activities.


 

  • Functional Responsibilities

 

The Communication Officer shall perform, inter alia, the following duties and responsibilities:


 

Support to planning, design and execution of internal and external strategies for communications


 

  • Plan and implement communication needs assessments for the country office;

  • Facilitate planning, implementation and reviews of the Country Office’s communication strategies based on the overarching UNOPS communication strategy and the Pakistan country office strategy.

  • Follow UN gender sensitive guidelines in Communications in the communication strategy and products.

  • Make recommendations on incorporation of advocacy and communication components into all projects.

  • Develop clear messaging based on UNOPS’ core mandate and strategic priorities and provide training to all staff.

  • Monitor views and perceptions of the various stakeholders and audiences and base positioning and communication recommendations on the information gathered. This includes the collection and analysis of website and social media metrics to gauge reach, engagement and other performance measures to inform external visibility and branding strategies.


 

Support and implementation of the CO publication strategy and plan


 

  • Facilitate elaboration and implementation of the CO publication strategy and plan based on the corporate publication policy.

  • Identify and develop sample storylines for publication and substantive articles and opinion pieces contributing to debates on key issues at the core of UNOPS’s mandate and the Pakistan Country Office strategy.

  • Coordinate the CO publication activities (especially related to the Annual Report), including content management, adherence to norms for design and publishing, liaison with printers and other suppliers to oversee production and supervision of dissemination.


 

Maintenance of the Country Office webpage and social media platforms


 

  • Maintain the office twitter account, project facebook pages, and internal UNOPS webpage, based on corporate requirements;

  • Prepare and post the content for the social media and websites, ensuring consistency of the materials and messages, focus on country strategy and objectives, including gender, and highlighting the partnerships with key stakeholders.

  • Facilitate the implementation of a social media strategy leading to increase in followers, shares and retweets.


 

Partnership, Advocacy and Resource Mobilization


 

  • Maintain close contacts with national partners, donors, civil society and private sector for the implementation of the communication and publication strategies.

  • Collaborate with the UN partners on forging a “One UN” image as feasible, through publicizing the significance of joint programmes, common services and value-added role of UNOPS.

  • Prepare relevant documentation, including project summaries, conference papers, quotations and speeches.

  • Format package and submit newsletters and project/programme updates for partners and key stakeholders in close collaboration with Partnerships Department.


 

Programme and Media Campaigns


 

  • Support public information and promotional campaigns on UNOPS projects and activities to help position UNOPS in Pakistan as a leader within the development sector, and be known for excellent needs-driven and partner led projects, be recognized for agility and responsiveness and be a resource for international best practices.

  • Facilitate campaigns in the local and social media that position UNOPS strategy, projects and new endeavours.

  • Ensure that key office and project/programme events, success stories and good practices highlighting the value-added role of UNOPS and the partnership approach to implementation are communicated through local and social media.

  • Organize IWD and 16 Days of Activism campaigns as per the Pakistan CO Gender Action Plan.


 

Reporting:

  • Coordinate the preparation and publication of the Country Annual Report 2020;

  • Produce and disseminate bi-monthly newsletter, focusing on strategic objectives and impact;

  • Provide monthly inputs to various UN reports and reporting mechanisms;

  • Ensure adherence to internal reporting mechanisms;

  • Support in the continuous improvement of project reporting templates, in particular with the drafting of internal and external reports within given deadlines;


 

Country Office Gender Focal Point:

  • Take on the responsibilities of Gender Focal Point for the UNOPS Pakistan Country Office;

  • Review and monitor the implementation of the Country Gender Action Plan, with quarterly updates to the Gender Specialist and Country Manager;

  • Provide monthly updates to the country senior management about the implementation of the Gender Action Plan, including constraints and opportunities;

  • Together with the Gender Specialist, review all concept notes and proposals and ensure gender is mainstreamed throughout entire project cycle;

  • In coordination with Project Managers, ensure all projects have robust Gender Action Plans. Coordinate with the Project Managers to ensure these plans are implemented and provide quarterly updates to the Gender Specials and the Country Manager;

  • Connect with other UN agencies and civil society organizations to enhance UNOPS’ profile in gender mainstreaming in Pakistan;

  • Ensure gender is mainstreamed in all communication materials;

  • With support from the Gender Specialist, provide capacity development on gender mainstreaming and regular gender related trainings to staff, partners and contractors, include Prevention of Sexual Exploitation and Abuse training;


 

  • Qualifications:

 

Education

  • Advanced University Degree in communications, journalism, public relations, international development, political science, international relations, gender or other relevant discipline is required.

  • A first level university degree combined with two additional years of relevant experience will substitute the requirement for an advanced degree.

  • Certificate or diploma in gender is highly desirable.


 

Experience

  • A minimum of 2 years of increasingly responsible professional experience in communications and reporting, media relations, advocacy and/or outreach in international organizations, or other relevant fields is required;

  • A minimum of 2 years of experience in Gender mainstreaming, or gender specific programming is required;

  • Experience in producing analytical reports and Video/Audio production and photography is required.

  • Substantive knowledge and practical experience in communication strategy development is preferred;

  • Excellent research and writing skills, with experience writing reports, newsletters and programme updates, video production and developing web content is required;

  • Experience in social media, consultations and stakeholder management in an emergency response or post disaster context is an advantage;

  • Strong media contacts and proven success pitching stories to media outlets;

  • Experience in graphic design is an advantage;


 

Languages

  • Full working knowledge of English and Urdu is essential

  • Fluency in local languages in Pakistan is an advantage.
