Purpose of consultancy:

 

UNFPA and the Ministry of National Health Services Regulation & Coordination MONHSR&C have been collaborating to scale up midwifery and Sexual Reproductive Health in Pakistan.

UNFPA supports the Ministry of National Health Services, Regulation and Coordination (MoNHS, R&C) to achieve the targets of zero maternal death and zero unmet need for FP through convening meetings of key stakeholders and implementing partners, for policy advocacy, setting standards and frameworks to ensure provision of quality maternal and reproductive health services. In the emerging COVID 19 situation the impact has been significant on the provision of SRH Services, despite there being no significant evidence of higher number of cases amongst women of reproductive age. In this regard the MoNHSRC recognises the role of midwifes in providing SRH services to pregnant women and endeavours to develop a training module for Midwives on infection prevention control (IPC), use of PPE`s and safe practices during the COVID-19 Pandemic. The training module will be rolled out in midwifery schools and other midwifery establishments in close collaboration with the Pakistan Nursing Council.

The consultant will work to develop IPC module in both Urdu and English for the MoNHSRC for the further printing and trainings on that modules.

 

Scope of work:

 

(Description of services, activities, or outputs)

1. Review of existing material.

2. Work jointly with the Program Analyst UNFPA and MoNHSRC for the module development guidelines as per need of Ministry.

3. Use the MoNHSRC guidelines for IPC Module Development in the view of recent Pandemic COVID-19

4. Development of Infection Prevention Control (IPC) training Modules as per the WHO / CDC guidelines and in close collaboration with the for MoNHSRC in both English & Urdu

5. Work with MoNHSRC and UNFPA for the draft Module review and comments and to incorporate changes if required.

6. Work to ensure the development of IPC module on the agreed time lines and indicators.

With close coordination with the Deputy Director Programs MoNHSRC

 

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

 

The Deputy Director Program MoNHSRC and Program Analyst UNFPA will supervise the Consultant and will be responsible for his/her work quality on regular basis. Work satisfactory report will be submitted to UNFPA at the end of her/his contract. The consultant will be in close coordination with MoNHSRC & UNFPA to ensure quality and standards.

 

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

 

The Final module will be submitted to MoNHSRC and UNFPA in soft/electronic form in both English and Urdu. The progress of the consultant will be reported by MoNHSRC to UNFPA at the end of his/her contract.

 

Required expertise, qualifications and competencies, including language requirements:

QUALIFICATIONS AND EXPERIENCES

 

Education: Advanced university degree in the fields of Public Health and/or Health/Social Policy or has masters on Epidemiology with specialization on Infection control

1. Expertise in development of Modules to develop countries context national strategies, especially related to Infection Prevention and Control.

2. Work Experience: Minimum 5-7 years of practical experience: in the field of infection prevention planning and implementation of the health sector assessments. Recent experience (within the past 5 years) in the development projects with Infection control in Pakistan with transition economies and experience of working with top-management of national ministries and local authorities would be an advantage;

3. Relevant technical expertise and consultancy experiences with National/ international/UN organization in the field of epidemiological safety (including assessment in accordance with WHO guidelines) and health system strengthening.

4. Competencies: Strong analytical and conceptual thinking. Excellent writing skills. Excellent communication and presentation skills with stakeholders and the ability to work under pressure and commitment to work to a tight timeframe.

5. Language: Fluency in English & Urdu (written and spoken),
