The World Justice Project (WJP) Rule of Law Index, 2019 places Pakistan at 117th out of 126 countries worldwide. Access to justice is difficult for most citizens in Pakistan and the challenges are further compounded for women: restrictions on their mobility make it even harder for them to access lawyers and courts; literacy and education levels are low; most are economically dependent on men; the legal system is dominated by patriarchal attitudes and there is a lack of gender sensitivity; social and psychological stigma is associated with women going to court; and time constraints due to household chores and childcare.

 

In January 2021, EU signed a contribution agreement with UNDP, UN Women and UNODC for the implementation of “Promoting Rule of Law and Enhancing the Criminal Justice System in Khyber Pakhtunkhwa including Newly Merged Districts and Balochistan” Programme to address the issues. The joint agreement reflects the EU and the UN’s joint contribution and commitment for achieving SDGs, especially SDG 5 (gender equality), SDG 10 (reduced inequality) and SDG 16 (peace, justice, and strong institutions).


 

UN Women Pakistan’s interventions will reinforce efforts to improve rule of law in KP and Balochistan, building upon previous work in this area and in line with the respective RoL Roadmaps and provincial Gender Equality policies.

 

UN Women Pakistan is seeking to hire a Gender and Social Inclusion Strategy Development Expert (KP & Balochistan) to develop a gender and social inclusion strategy for implementation of the recently launched Rule of Law Programme. The strategy will be developed in light of the guiding principles of the UN Women Global Leaving no one behind (LNOB) strategy. The consultant will also be required to develop costed interventions based on the outcome and recommendations of the strategy.

 

Scope of Work:


 

Under the overall guidance of Portfolio Manager EVAW, Governance and Human Rights and with inputs from the RoL programme team, the consultant will develop the Gender and Social Inclusion Strategy.

 

The RoL programme has outlined a series of interventions to effect positive changes for addressing issues of women, youth and marginalised groups in their pursuit to access justice, therefore, the consultant will develop and finalize the Gender and Social Inclusion Strategy through a thorough desk review and consultative process. The consultant will create linkages of the designed interventions, with relevant national and international commitments, provincial RoL roadmaps/ GEWE Policies and develop a costed activity plan. The consultant will also liaise with the gender focal points of UN Agencies and other relevant officials to seek their input in finalisation of the strategy.

 

The Expert will be required to complete the following deliverables:

 

  • Develop a workplan in consultation with UN Women, UNDP, UNODC, and other stakeholders.

 

  • Conduct a desk review of relevant past and existing material on gender and social inclusion in KP and Balochistan.

 

  • Prepare a methodology and research tools for developing the strategy.

 

  • Identify a list of respondents (stakeholders, partners, beneficiaries including women).

 

  • Hold consultations and Key Informant Interviews with respondents including government partners.

 

  • Prepare a draft strategy with a costed workplan and present to UN Women, UNDP and UNDOC.

 

  • Address comments of UN women and other stakeholders on the draft strategy.

 

  • Hole two consultative workshops on the draft strategy to get final input from provincial government departments.

 

  • Submit a final strategy with a costed workplan.

Education:


 

  • Master’s Degree in public policy, public administration, gender studies, Law, social sciences or other relevant discipline.

 

Experience and Core Skills:


 

  • At least 10 years of relevant professional experience in designing and managing gender focused policies and programmes with specific emphasis on issues related to Rule of Law & women’s access to justice, Ending Violence Against Women, Gender-Based Violence, Gender-mainstreaming, human rights and Governance.

 

  • Proven experience and knowledge of promising practices on RoL & women’s access to justice issues from a human rights perspective and strong understanding of the RoL and gender equality context in the country.

 

  • Extensive knowledge and experience on developing and review of legislations/ policies/ strategies for promoting gender equality, social inclusion and ending VAWG.

 

  • Strong understanding of cultural and social environment of KP and Balochistan for institutional reforms (especially relevant to RoL) on gender in Pakistan is required with excellent understanding of the political economy of institutional and societal stakeholders relevant to the programme.

 

  • Experience working with the Government, UN, and other international organizations on RoL and tackling gender issues in Pakistan would be an advantage.

  • Demonstrated knowledge and experience in working on policy development and capacity building with a gender lens.

 

  • Strong writing/ drafting skills with analytic capacity and ability to synthesize relevant findings for the preparation of quality papers and reports.

 

  • Excellent interpersonal, presentation and communication skills (oral and written).

 

  • Ability to deal with politically and culturally sensitive issues.

 

  • Understanding of budgets and financial information and ability to formulate costed workplans.

 

  • Demonstrates commitment to UN’s mission, vision, and values.

 

  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability.

 

  • Proficiency in written and spoken English and Urdu.

 

Duty Station:

Islamabad-Based with frequent travel to Peshawar and Quetta

HEC Attested degrees are a prerequisite for employment at UN. During the recruitment process candidates may be required to present HEC attested degrees.


 

Foreign Qualified Candidates: Foreign degree holders shall be required to (i) Present a verification/certification letter from the university verifying the degree & student enrollment, or (ii) Foreign degree Equivalence Letter from HEC.
