Gender Expert for the Social Protection & Gender (SPG) unit in the Planning & Development, Government of Khyber Pakhtunkhwa (KP)

Background:

In the face of developmental challenges in Pakistan, including the large spectra of gender inequality encompassing women’s empowerment, economic dimensions and gaps in fulfilment of women’s reproductive rights, UNFPA, UNWOMEN and UNICEF designed a five-year (2018-22) joint programme - “Empowering and Protecting Pakistan’s Women, Youth, Girls and Boys for a Developed Tomorrow” (AAWAZ II Programme).

The AAWAZ II Programme, aims to promote the rights of children, women, youth, religious minorities, people with disabilities, and other excluded groups in Pakistan. It aims to achieve the following outcome: “Pakistani society and government institutions support increased voice, choice and control for women, girls, boys, youth, religious minorities and other marginalized groups, protect them from exploitation and prevent discrimination and intolerance at all levels”.

As all participating UN agencies are engaging with government and non-government institutions and organizations in Pakistan to address Gender-Based Violence (GBV). The inter-related nature of the different forms of GBV warrants holistic policy and programming by the Government to address gender inequality and vulnerabilities of women or girls.

A key focus is to strengthen the institutional systems and coordination among the government departments, especially for those focusing social sector, protection and women machineries to address GBV.

The Govt of KP has established Social Protection & Gender (SPG) unit in the Planning & development Division. The unit is designated to undertake social sector coordination for informed assessment and input into the governmental planning processes. The newly established SPG unit will be the convener for the UNFPA’s multi sectoral planning initiative. Technical human resource will be extended to SPG Unit in P&D with specific focus on co-ordination among the social sector departments- in line with proposed multi-sectoral planning document – and linked coordination to enhance policy and implementation support with reference to social protection for GBV victims & survivors.

UNFPA seeks services of a Peshawar based Consultant, full time, to be housed in the SP&G Unit of the P&D Department KP to roll out the multi-sectoral plan.

Purpose of consultancy:

The purpose of the consultancy is to province technical and coordination support to Social Protection & Gender unit of the P&D, Govt. of KP

Scope of work:

(Description of services, activities, or outputs)

1. Technical advice and inputs to Social Protection & Gender unit for leading the coordination forum “Multi-Sectoral Mechanism and Services in response to Gender-Based Violence Against Women and Girls” in line with Essential Service Package guidelines including providing coordination support to P&D especially documentation, follow up, facilitation, setting the agendas and follow up with key stakeholders for reporting.
2. Develop background materials for the forum meetings, maintain regular record, produce technical briefs on the information received on the forum and advise for key recommendations.
3. Draft TORs multi-sectoral mechanism based on discussions from meetings and other supporting document for the forum.
4. Closely coordinate with SWD for facilitating the launch of GMIS provide inputs to reporting mechanism for of GMIS in consultation with P&D.
5. Develop close linkages with the provincial Sustainable Development Goals (SDGs) support units.
6. Develop close linkages with the provincial and district stakeholders to support implementation of the reporting mechanism from the district to province for GMIS and for the multi-sectoral forum for GBV prevention and response.
7. Design policy dialogue on issues falling in the scope of intervention with government, donors, civil society, private sector; contributions to development of policies as relevant;
8. Be responsible for the delivery of the project results and reporting of the same.
9. Prepare progress reports for quarterly review meetings and presenting Project’s progress.
10. Ensure strong projection and visibility of the project activities through provision of guidelines to relevant component lead and management of the related project staff
11. Lead the activities related to knowledge management and identification and documentation of best practices and lessons learned emerging from the multi-sectoral forum.
12. Effective programmatic progress reporting covering financial aspects for the project, in a timely, accurate, relevant and informative manner.
13. Any other related task assigned by the social protection and gender unit, planning and development department KPK.

 

Supervisory arrangements:

The consultants will report to the Unit lead Social Protection & Gender of the P&D department for operational/ day-to-day management of assignment and will maintain coordination with UNFPA bilaterally.

Required expertise, qualifications and competencies, including language requirements:

Qualification and Experience:

  • University degree in Gender Studies, social work or any other social sciences related degree.
  • At least 10 years of working experience in Gender, advocacy and policy development, and experience in GBV and psychosocial support will be an asset.
  • Demonstrated work experience with the government will be value addition i.e. understanding of government systems, departmental hierarchy & functioning, PC 1 formulation and advocacy process.
  • Proficiency in English and local languages.
  • Demonstrated good analytical and report writing skills with the familiarity with the relevant statistical tools.
  • Strong interpersonal and communication skills
  • Ability to work effectively with minimal supervision.
  • Ability to complete tasks within a set time frame.
  • Strong work ethics and commitment to principles of inclusiveness.
  • Demonstrate good Computer and IT skills
