EY has been contracted by the Delegation of the European Union to Pakistan to implement the EU Promotion of Human Rights in Pakistan (Huqooq-e-Pakistan) Programme. The principal beneficiary of the programme is the Federal Ministry of Human Rights. The purpose of this programme is to support the continued efforts of the Government of Pakistan for the promotion of human rights.
The programme implementation team is seeking two Human Rights Documentation and Data Collection Experts to work closely with Key Expert 3. The purpose shall be to develop and execute a joint training program for the Federal Ministry of Human Rights, Provincial Human Rights Departments, Federal and Provincial Treaty Implementation Cells, National Commission for Human Rights (NCHR) and the National Commission on the Status of Women (NCSW)
3. Task Description • Conduct a desk review of existing national and international training modules and materials on:
o Adopting a human rights approach to data; and,
o Establishing human rights indicators.
• Design an interactive training programme aimed at adopting a human rights approach and establishing human rights indicators.
• Develop all training materials including: o Training Manual
o Training Module
o Training Toolkit
o Power Point Presentations of Training Modules
o Training Curriculum
• Develop appropriate tools for the assessment of training impact.
• Deliver two training workshops of four days each in both Islamabad and Karachi.
• Assess the impact of the training and draft the Training Impact Report.

7. Reporting The Human Rights Documentation and Data Collection Expert is required to report to Key Expert 3 (Senior Human Rights Expert — Training and Capacity Development)
8. Educational and Professional Requirements The Human Rights Documentation and Data Collection Expert must have the following educational background and professional experience:
• Master’s Degree in Human Rights Law, Public Administration, Social and Political Science, or Public Policy
• At least 7 years of relevant professional experience in human-rights related research, analysis, reporting and capacity development.
• At least 5 years of professional experience in the design of training programs related to human rights research, data collection and reporting, including the development of manuals, toolkits, curricula and assessment tools.
• At least 5 years of professional experience of working on the International Human Rights framework is desirable;
• Proven understanding of the institutional landscape and policy framework in place for human rights reporting and data collection in Pakistan.
• Excellent organizational and communication skills, ability to prioritize and work with minimum supervision
• Appreciation of diplomatic and political sensitivities
• Proven report-writing skills
• Ability to work under pressure and to meet strict deadlines;
• Proficiency in written and oral English language
• Excellent social and networking skills
• Fluency in both English and Urdu is required. Knowledge of a Pakistani regional language would be an asset.

All materials developed during the course of this contract shall be the sole property of the EU.
