Technical Specialist to undertake in depth analysis of Punjab Women’s Helpline.

Background

 

The Government of Pakistan has introduced many pro-women laws and policies and set up institutions to safeguard the interests of women. Laws to prevent honour killings and rape were passed in 2016 to ensure punishment for perpetrators of heinous crimes; considerable investments were made to improve women's access to education and health. Notwithstanding these efforts, Pakistan remains one of the lowest performers in the South Asia region on human development indicators especially where women are concerned. Significant progress is crucial for Pakistani women to fully access their rights, participate in the labour force and empower themselves to be full partners in development.
 
Following the 18th Amendment the accountability to improve these indicators has been shifted to the provincial Government, with the Commission on the Status of Women taking the lead advisory role. The Toll-Free Women’s Helpline 1043 managed by Punjab Commission on the Status of Women (PCSW) Punjab is one innovative intervention to promote women's empowerment and raise awareness about women rights. In the absence of the Chair for PCSW, Women Development Department Punjab is overseeing the strengthening of Helpline 1043. The Helpline has proven to be an effective instrument for providing an avenue to women for reporting province inaction and discriminatory policies/practices, especially to women who have mobility and access problems due to their remote locations as well as collecting data that enables trends analysis with reference to gender based violence (GBV).
 
This 24/7 Helpline comprises a team of all-women call agents, three legal advisors, psycho-social counsellor, supervisors and management staff to address inquiries and complaints, and to provide psycho-social counselling to survivors of violence. This Helpline provides support to women in following areas:

 
 
In 2018, PCSW Punjab in collaboration with UNFPA produced a “Best Practices Punjab’s Women’s Helpline” report to document learnings informed by the design and functioning of Punjab Women’s Helpline 1043. The exercise also generated a recommendation to undertake a review of helpline complaints in order to better understand the nature of complaints, the barriers in seeking services, quality of response and pursuit to justice for callers accompanied with data analysis of the cases recorded with helpline.
 

Following this recommendation, UNFPA Pakistan and Women Development Department Punjab are looking for a consultant to undertake in-depth analysis of the Helpline data to better understand the barriers in seeking response and justice with a specific focus on response to GBV. This review will be supported by Aawaz II, a programme funded by UK Aid with the view to facilitate dialogue on emerging policy recommendations and to further strengthen the multi-sectoral coordination among different sectors for prevention and response to GBV.


 

Purpose of consultancy:

To undertake in-depth analysis of the PCSW managed Helpline data with the view to improving understanding on barriers in seeking response and justice with a focus on GVB and informing future policy work and solutions.

Scope of work:

Key Tasks.

 
1. Conduct desk review of different documents including written letters sent via post, online complaints and telephonic complaints.

2. Review available data of the Helpline with a focus on but not limited to:

3. Review complaint handling mechanisms and referral processes with focus on GBV cases.
4. Review and analyse bottlenecks at institutions where complaints are referred and recommend how those challenges may be addressed.
5. Locate and provide technical guidance on improvements on currently used indicator framework for helpline GBV case documentation.
6. Provide policy recommendations for improving helpline services and outreach.
7. Produce one analytical report for 2019 through analysis of helpline (data) available to inform inclusive policy options for multi-sectoral mechanism to prevent and respond to GBV.

 

Supervisory arrangements:

Consultant will report to Program Analyst Gender, UNFPA and Secretary Women Development Department Punjab.

Required institutional expertise:

Education:
Advance university degree in social sciences with work experience in GBV/VAW prevention and response interventions including in gender related data analysis and research.

 
Knowledge and experience:
    • Workplace harassment
    • Gender discrimination
    • Property disputes and inheritance rights
    • Domestic violence
    • Hostels, day-care centres and other facilities for working women
    • Increased women's participation in government decision making bodies
    • Quota for women in public sector jobs
    • Skill development
    • Changes in employment policies
    • Various other socio-economic and legal issues

  • Features of unresolved cases and barriers to seeking justice, filing a complaint and pursuing a complaint with focus on GBV cases.
  • Effectiveness of referral pathways gaps with a view to identifying what works and what needs to be improved.
  • Complaint types disaggregated by sex, age, geographic location, urban/rural, education, disability, married/unmarried etc.
  • Nature of resolved cases, including identified facilitating factors and barriers.
  • Minimum 7 years of experience in gender and statistics
  • Expertise in both quantitative and qualitative data analysis
  • Proven experience in using statistical software, SPSS or any other related software
  • Experience of engaging with government departments and policy makers and demonstrated familiarity of VAW and dynamics in Pakistan.
  • Knowledge of working with helplines and prevention and response mechanism for GBV.
  • Ability to work with, and review data and develop relevant communication approaches/tools to present findings in user friendly manner.
  • Excellent analytical, presentation and writing skills
