Established in 1951, and operational in Pakistan since 1981, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, inter-governmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Over the years, IOM has expanded and affirmed its role as the leading Organization assisting the Government of Pakistan to ensure humane and orderly movement of people by devising practical solutions to shifting dynamics of migration, protecting, assisting and supporting vulnerable migrant populations, promoting international cooperation on migration issues and serving as a key source of advice on migration policy, research, data and practice.

IOM has specifically been supporting the Government of Pakistan to strengthen migration and border management in order to curb irregular migration from Pakistan, including organized crimes of Trafficking in Persons (TIP) and Smuggling of Migrants (SOM. Aligning priorities with the Federal Investigation Agency as outlined in its National Action Plan to Combat TIP and SOM (2021-25), IOM Pakistan intends to implement a range of activities relating to prevention and protection against these organized crimes. These activities will be delivered under four broad outcomes on enhancing capacities of border management officials deter irregular migration, increasing awareness of vulnerable populations on irregular migration, strengthening technical and infrastructural capacities of service delivery sector to provide protection and assistance and providing direct assistance to victims in partnership with local organizations.

Under the overall supervision of the Chief of Mission, direct supervision of the Migration Management Programme Coordinator and in close coordination with the Senior Programme Manager, the Monitoring & Evaluation Assistant will be responsible for the following duties:

RESPONSIBILITIES AND ACCOUNTABILITIES:

  • Provide close support to the Migration Management Program Coordinator in the development of M&E targets, tracking systems, tools, and templates that enhance M&E of project outputs, while ensuring implement the donor’s requirement are adequately incorporated.
  • Support implementation of M&E tools according to project result matrix, ensuring quality assurance of all data (completeness, reliability, validity, timeliness, and integrity).
  • Assist in the implementation of field visits to monitor progress on activities, including meeting with project counterparts and beneficiaries and timely provide verbal and written reports to the project team.
  • Provide technical feedback to project team on M&E findings and follow up on utilization of monitoring results stated in the “Results Monitoring Framework”.
  • Provide input for summary reports that include graphs, charts, tables, and related narratives as requested to fulfill internal and external reporting requirements.
  • Support monitoring progress of project’s Implementing Partners and Service Providers as per developed M&E plan and wherever applicable, provide technical feedback on design and implementation of their data collection tools for surveys, focus group discussions (FGD), interviews, and similar activities.
  • Organize, collect, compile, and document all project M&E related data and files, ensuring that all records are properly organized and stored.
  • Support the Programme Coordinator to orient project staff of all M&E requirements of the project and their role in ensuring an effective M&E system for the project during project start-up and implementation.
  • Assist in needs assessments, surveys or research as required.
  • Perform other such duties as may be assigned.

REQUIRED QUALIFICATIONS AND EXPERIENCE:

EDUCATION:

  • Completed Bachelor’s degree in Political or Social Sciences, Development Studies, Migration Studies, or related fields from an accredited academic institution, with three years of relevant professional experience,
  • OR completed Master’s degree with one year of relevant professional experience
  • OR completed High School degree with at least five years of relevant professional experiences.

EXPERIENCE:

  • Minimum 2 years of work experience with international organizations, non-government or government institutions/organization in a multi-cultural setting
  • Strong knowledge and understanding of M&E concepts, tools, processes, structures, systems and functions
  • Experience in liaising with diverse project counterparts including beneficiaries.
  • Ability to summarize disparate information in a clear and concise manner.
  • Excellent communication and interpersonal skills.
  • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.
  • Excellent computer literacy skills

LANGUAGES:

Required:

  • English and Urdu (Fluent)

Desirable:

  • Working knowledge of other Regional Languages would be desirable (Pashto, Punjabi, Balochi etc.)
