Program and Knowledge Management Support personal for National Commission on the Status of Women (NCSW)

Purpose of the Consutlancy:

  • To provide support to the implementation of the workplans in the framework of the gender programme component and support the systematic process of learning throughout the project.
  • To support program activities around ICPD Programme of Action and SDGs.

 

Background and Scope of Work:

The UNFPA Country Program Document (CPD) 9 for Pakistan commits UNFPA to support the government institutions in increased accountability towards gender equality commitments through strengthening their capacities in multi-sectoral prevention and response as well as generation of evidence related to gender-based violence (GBV) and harmful practices such as child marriage at the federal and provincial level. UNFPA assistance is ensured through core and mobilized resources. For example, under UK Aid funded UN Joint Programme (UNJP) (a.k.a. Aawaz II Programme), works specifically in the provinces of KP and Punjab to effect change through institutional capacity building, system strengthening and evidence generation on gender-based violence and child marriage. UNFPA Country Programme is aligned to the United Nations Sustainable Development Framework for Pakistan, the Prime Minister’s Policy Statement titled ‘Ehsaas’, and other federal and provincial sectoral policies and programmes.

A key focus is to strengthen the institutional systems and coordination among the government departments, especially for those focusing social sector, protection and women machineries to address GBV.

UNFPA seeks services Program and Knowledge Management Support Personal to support the smooth running of the gender equality projects by technically supporting the commission to upgrade its working on both online and hybrid modality and support the systematic process of learning throughout the project.

Duration and Working Schedule:

3 months, with a possibility of extension based on performance

Major Responsibility:

Ensures effective administrative, monitoring, knowledge management, focusing on the achievement of the following results:

 
Administrative Supoprt:

§ Assists NCSW advocacy efforts by preparing relevant documentation, i.e. meeting minutes, speeches, talking points, briefing notes, conference papers, programme summaries, key messages.

§ Supports the documentation of good practices for stories to be posted in newsletters, the NCSW website and other visibility tools;


 

§ Provides support in streamlining and refining the NCSW website, including preparation of the content for the website ensuring consistency of the materials; updates for website with current information in close coordination with Gender- GBV Advisor and NCSW officials.

§ Supports routine implementation of assigned activities, facilitating the delivery of inputs and ensuring participation of national counterparts in trainings, workshops, meetings and study visits in close coordination with the Gender-GBV Advisor NCSW.

§ Organize regular reflection meetings in collaboration with the NCSW officials and Gender- GBV Advisor NCSW and project partners to identify learning, challenges and mitigation strategies used, what did and didn’t work and why.

§ Facilitate, plan and keep record of the learning meetings. Support NCSW in coordinating the meetings, sharing of tools and information.

§ Document the Strategic Results and Learning of the project and identify strategic results from the activities for advocacy purposes that can be used to influence public policy and practice.

§ Contribute the learnings for preparation of range of reports and data analysis (e.g. outreach of partners etc) and highlight issues ensuring deliverables adhere to corporate standards and quality control.


 

§ Prepare resource material of knowledge containing learning and good practices based on reflection and learning meetings.

§ Assists in monitoring of the activities, analysing basic factors affecting the achievement of key milestones and recommending corrective measures;

§ Prepares monthly Programme Implementation and monitoring update to be shared with Gender-GBV Advisor NCSW.

§ Provides assistance in organizing meetings with key stakeholders and public information events;

§ Establishes, maintains and utilizes a broad network of contacts to keep abreast of developments and to share information;

§ Maintains a functioning network of contacts in the media and civil society to support advocacy efforts and takes opportunities for advocating for NCSW mandate;

§ Receive and check supporting documents from vendors against the delivery of goods and services get certification from requesting officer and forward to finance for payment processing and ensure the proper recording of the receipt of goods and services.

§ Provide specialized support to logistics operations and activities, following standard processes and contributing, directly or indirectly, to the effective delivery of activities.

§ Prepare, monitor and revise budget as and when necessary, ensuring adherence to relevant policies and procedures in compliance with NCSW policies.

§ Develop and monitor inventory management processes.


 

§ Develop and maintain project assets register for NCSW.

§ Liaise with internal and external stakeholders to support logistics operations management and contribute to effective implementation of activities.

§ Assist in the daily and routine IT support. Installation, operation, and maintenance of computer systems and other technologies, such as communication systems.

§ Assist in knowledge management, backing up data, monitoring network and systems, servers and peripherals, etc.

§ Perform any other duty assigned by Gender- GBV Advisor NCSW and UNFPA.


 

Supervisory Arrnagements: During the course of the assignment, the consultant will work under the immediate supervision of Program Analyst Gender UNFPA.


 

Required expertise, qualifications and competencies, including language requirements:

Qualification:

University in Social Sciences

Experience:

  • 2-3 years of relevant experience in administration, logistics and IT management is required.
  • Excellent writing skills, with experience writing talking points, briefing notes, conference papers, programme summaries, reports and newsletters;
  • Experience in the usage of computers and office software packages, good knowledge and experience in handling of web-based management systems;
  • Client oriented and strong team work;
  • Proficiency in current office software applications;
  • Field experience is strongly desirable;
  • Knowledge of the UN system would be an advantage.
  • Knowledge on results-based management and financial management would be an asset; Ability to express clearly and concisely ideas and concepts in written and oral form;
