This post is located in the United Nations Office on Drugs and Crime (UNODC) Country Office in Pakistan (COPAK) in Islamabad. The Programme Management Officer (PMO) will work under the direct supervision of the Representative, COPAK.

Responsibilities
Within the strategic framework, agreed targets and under the overall supervision and guidance of the Representative, the incumbent will be responsible for the day-to-day coordination of UNODC programme activities. The incumbent will also carry out liaison and coordination functions, in consultation with other UN agencies, other UNODC field offices and with UNODC Headquarters. The incumbent will perform the following specific tasks:
•Provide coordination support and reporting to the Representative on programme development and delivery, identify and implement approaches and techniques to achieve programme targets on time;
•Promote knowledge management to ensure access to best available expertise and facilitate organizational learning of the UNODC Country team in Pakistan;
•Identify partnership options and opportunities at country and regional levels, with local stakeholders, UN agencies, and development partners;
•Provide quality assurance and oversight of programme and project documents and serve as focal point for results-based management;
•Provide guidance and technical support to project coordinators and experts in project planning and implementation, and assure adequate monitoring and evaluation of the programme/projects as and when required;
•Ensure timely delivery of the programme activities as per the workplan agreed with the donors/stakeholders, and the regular monitoring of programme reports/transaction, review budget requirements and consistent application of rules and regulations;
•Ensure timely monitoring and evaluation of programme reports/transactions, investigating anomalies or unusual activities/transactions;
•Ensure that foreseen changes of adjustments to budget or activities are submitted to, and approved by donors in a timely manner, in accordance with donors’ agreements;
•Coordinate and monitor the activities undertaken by the Office, ensure that substantive work programmes and programmed activities are carried out in a timely fashion;
•Contribute to the overall resource mobilization efforts with a focus on the Country Programme, Regional Programme, Container Control Programme and Pakistan’s Action to Counter Terrorism (PACT), and ensure that UNODC mobilizes the support needed to fulfill its mandate;
•Interact and provide advocacy work with government counterparts, donor community, international financial institutions and United Nations entities;
•Participate on behalf of COPAK in meetings, seminars, etc. as and when required;
•Prepare various written outputs, documentation, analysis and reports and coordinate timely submission of those prepared by others;
•Perform other work related duties as required.

Education
Advanced University degree (Master’s degree or equivalent), in law, criminology, health, management, business administration, public administration, political or social sciences, economics, international relations or other fields relevant to UNODCs work is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of five years of progressively responsible professional work experience in a UNODC relevant field (e.g. crime prevention, drug control, health) in a governmental, multilateral or civil society organization in a multi-cultural setting is required.
Experience in corporate sustainability, especially as it relates to the collaboration between business and the United Nations system, or other similar large international organization, is desirable.
Experience working on resource mobilization is desirable.
Experience coordinating with governments, regional offices and other stakeholders is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised fluency in English is required. Knowledge of other official UN languages or languages spoken in the region is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise and a competency based interview.
Special Notice
This is a project post. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
