Regional Operations Manager
Aga Khan Rural Support Programme
The position
The AKRSP is seeking a high calibre professional for the position of Regional Operations Manager (ROM) to be based in Chitral (KPK).
The ROM is responsible for overall supervision and management operations and logistics, and related communication
with the Government of KPK, NGOs, Donors, and other stakeholders accordingly.
Major responsibilities of the ROM are as following:
Programmatic:
Oversee and support Area Programme Offices in the development of annual and extended term plans and budgets for programme areas through a participatory process with LSOs and multi-stakeholder in line with AKRSP’s vision, strategy and programmes;
Facilitate and support implementation, upscaling and re-engagement plans with communities, LSOs, Government and other stakeholders; Supervision, implementation and monitoring of all programmes and projects and actively support all sectoral activities run under different donor/internally funded programmes for effective implementation at field level, and submit timely feedback and reports to Core Office;
Support Thematic Heads/Area Programme Manager(s) for planning & development of human capital and mobilize resources (training, capacity building, learning and development events) for V/WOs, LSOs, youth
organizations, business associations etc;
Ensure timely reporting of activities related to programmes and any emergency/humanitarian situation to the core office and concerned authorities;
Facilitate Thematic Heads/APMs for effective implementation, analyze programme risks and managing changes; Ensure monthly/quarterly monitoring of financial expenditures, review budget and programmes with regard to annual work plans in coordination with APOs; Risk and conflict management related to program implementation and organisational partnerships;
Facilitate development and dissemination of lessons learnt, success stories and best practices from programme interventions;
Facilitate APOs for timely preparation and submission of donor reports, annual work plans & annual progress report.
Coordination:
Maintain public relations and close coordination with Government and other stakeholders at district and provincial level; Close coordination with AKDN agencies, elective representatives, Government functionaries, other stakeholders and partners for effective delivery of social sector services and development programmes;
Ensure operational arrangements are in place for donor, Government and other external stakeholder’s visits to programme areas; Represent AKRSP in AKDN forums, Government and other forums.
Management:
Ensure effective administrative procedures& systems are in-line with organizational policies; Support APOs in ensuring human resource planning, staff capacity development & teamwork;
Ensure gender mainstreaming at all levels, within AKRSP field operations as well as programmes & projects;
Ensure that all office management, administration and related activities comply with quality standards, health and safety, safeguarding, legal and statutory requirements and environmental policies of the organization in coordination with APO's;
Ensure implementation of AKRSP’s financial, administrative, personnel, gender, other policies & procedures;
Act as initial point of contact for the landlords of office premises, lease agreements, repair & maintenance work;
Close coordination with APMs to ensure effective programme management & risk mitigation;
Stay abreast of donor compliance and requirements and ensure systems are in place to support effective project compliance and positive audit results;
Work closely with APMs in developing strategies and systems to promote teamwork, mentoring and succession
planning.
The requirements
Required Experience:
Candidate must have 10 years of experience with at least having 7 years of managerial position with operational management responsibilities is required.
