Organizational Location and Job Purpose:

The SRH Coordinator-Humanitarian is responsible for the overall coordination support and implementation of the roll out of the Minimum Initial Service Package (MISP) and Comprehensive SRH services. You will respond creatively to complex challenges that is the posed by overstretched and under resource health system in certain districts in the country.

In a highly complex operating environment, you will play a vital role in promoting partnership, synergy and strategic alliances with counterparts in government, multi-lateral and bi-lateral agencies and civil society. You will contribute to the management of UNFPA activities in the areas of sexual and reproductive health (SRH) and gender based violence (GBV) in emergencies, and provide information on achievement of results in the implementation of the humanitarian portfolio of the country programme.

You will facilitate and coordinate Implementing Partners, technical advisers and experts and contribute to UN systems coordination through participation in policy dialogue, documentation and knowledge management of emerging good practices and provision of inputs into joint common system initiatives.


Major Activities/Expected Results

MISP Roll Out, Implementation and Overall Programme Management:

  • Provide technical and operational guidance on the MISP roll-out and implementation and audience-specific trainings, when and where necessary and feasible (e.g. for service providers, community health workers and partners);
  • Collect or estimate basic demographic and SRH information to support MISP implementation and planning for comprehensive SRH service delivery; Use monitoring checklists to oversee services, collect service delivery information, analyze findings and act on identified gaps and overlaps;
  • Lead and coordinate rapid and in-depth assessment of SRH needs of the affected population (in refugee villages, return areas and host communities);
  • Facilitate the achievement of programme results by identifying, providing and coordinating substantive and technical inputs into SRH in Emergency (SRHiE) implementation, ensuring substantive monitoring and oversight and coordinating and evaluating the direct and national execution of approved workplans and key interventions;
  • Manage in collaboration with Procurement and Programme Associate procurement, distribution, inventory and reporting of RH emergency supplies, medical equipment accessories, and dignity kits to meet the needs of Implementing Partners;

  • Explore innovative approaches in delivering SRH including family planning information and services to special groups e.g. refugees, internally displaced populations and persons with disabilities

  • Promote knowledge sharing and continuous learning, testing, linking and documenting innovative strategies, approaches, lessons learned and best practices inside and outside UNFPA and replicating these strategies and approaches. Ensure that IPs integrate new substantive policies, methodologies and tools;

Coordination and Partnership

  • Coordinate, communicate and collaborate with the Office for the Coordination of Humanitarian Affairs (OCHA) and actively participate in health related coordination meetings, providing SRH/RRs information and raising strategic and technical issues and concerns;
  • Organize regular SRHiE stakeholders’ coordination events at federal and provincial levels;
  • Support health partners to seek SRH funding through humanitarian planning processes and appeals in coordination with OCHA;
  • Liaise with other sectors (water and sanitation, protection, shelter, logistics, etc.) to address SRH-related concerns.
  • Support the coordinated procurement of SRH related supplies and equipment.

Policy Dialogue and Advocacy

  • Identify, understand and provide information about the elements of specific policies, regulations and customary laws that support SRH services for refugees and internally displaced populations and create barriers and restrict access to SRH services;
  • Conduct substantive policy dialogue with Government counterparts and UN and other development partners to facilitate the incorporation of sexual and reproductive health and MISP into national and sub-national emergency preparedness and contingency plans and strategies, UN systems initiatives and development frameworks;
  • Provide strategic inputs towards advocacy efforts of the Country Office by preparing or reviewing relevant documentation, i.e. project summaries, donor briefs, speeches, and participating in donor meetings and public information events;
  • Translate global and regional strategies into country specific advocacy strategies; Create and deliver effective evidence-based advocacy messages to promote UNFPA programme goals taking into account political and cultural sensitivities;
  • Advise on and build strong technical and programme multi-sectoral partnerships for advocacy of the inclusion of MISP, SRHiE and Gender Based Violence in health sector strategies, budgetary frameworks, policies through national institutions, networks, and alliances.

Management of resources

  • Participate in the formulation of the work plans and monitor their day-to-day implementation through consultations, correspondence and field visits;
  • Contribute substantially and strategically to resource mobilization initiatives; assist in the formulation and implementation of a resource mobilization strategy for the country and mobilize resources to fill gaps;
  • Support the International Humanitarian Coordinator in ensuring systems of accountability for the management of Country Office resources as per UNFPA policies and procedures;
  • Coach and supervise support staff, consultants and partners where appropriate.

Carry out any other duties as may be required by UNFPA leadership.


Work Relations:

The SRH Coordinator-Humanitarian will support the International Humanitarian Programme Coordinator in planning, implementation, supervision and monitoring the humanitarian programme activities in Balochistan. Moreover, S/he will also provide inputs for humanitarian programme preparedness and response. S/he will work closely with SRH Programme Specialist in Balochistan. At CO level, the incumbent will work with Humanitarian Programme Analyst, Programme Analyst-Planning, Monitoring and Reporting and CO integrated programme management team members. S/he is expected to establish and maintain collaborative relationships with UNOCHA, health and protection working groups, and counterparts in government, multi-lateral and bi-lateral donor agencies and civil societies


Job Requirements:


Education:

Advanced university degree in Public Health, Development Studies, Sociology and/or other related social science field

Knowledge and Experience:

  • 5-7 of increasingly responsible professional experience in planning, designing and management of humanitarian and development programmes;
  • Substantive experience in programme development and implementation and establishing monitoring and evaluation frameworks in humanitarian settings; Field experience is an asset;
  • Substantive knowledge of results-based monitoring;
  • Client orientation and strong team work attributes;
  • Knowledge of rights-centered approaches and gender mainstreaming;
  • Knowledge of the UN system would be an advantage;
  • Excellent writing, communication presentation and computer skills;

Fluency in English including superior writing skills is essential.
