Pakistan was the sixth country in the world to sign and ratify the Convention on the Rights of the Child, less than one year after it was adopted by the United Nations General Assembly in 1989. However, children and adolescents living in Pakistan still face acute challenges.

UNICEF supports the Government of Pakistan to accelerate progress for children, work to achieve the Sustainable Development Goals (SDGs) and help children realize their rights under the Convention on the Rights of Children. This will be made through, among others things, strong partnerships with provincial authorities, teachers and health professionals, frontline workers and social mobilisers, communities and families, and of course the children and adolescents themselves.

In particular, UNICEF will work so that:

  • Every child survives and thrives - being in good health, immunized, protected from polio and accessing nutritious food.
  • Every child learns.
  • Every child is protected from violence and exploitation and registered at birth.
  • Every child lives in a safe and clean environment, with access to safe drinking water and adequate sanitation.

Under the supervision of the Education Manager, P4, the Education Officer will provide professional technical, operational and administrative assistance throughout the planning, monitoring, reporting and evaluation process of UNICEF Sindh Technical Assistance programme for Education Department of Government of Sindh. The post will be primarily responsible for production/strengthening of evidence and result-based reports. S/he will also support quality assurance of programme implementation through reporting, preparation of situation reports, internal and external updates, periodic donor reports and knowledge management including field monitoring and third-party monitoring reports. The post will support preparing, executing, managing and implementing a variety of tasks to ensure that monitoring and reporting is carried out according to schedule and that results, and recommendations are implemented and followed up. The post will also support the work planning and periodic annual and quarterly reviews of the programme.

The post will contribute to achievement of results according to plans, allocation, results based-management approaches and methodology (RBM), as well as UNICEF Strategic Plans, standards of performance, and accountability framework.

To make a difference, the incumbent will;

Support to programme planning, implementation, monitoring and reporting

  • Provide technical support as necessary to the process of developing and monitoring Annual Work Plans.
  • Contribute to development of programme monitoring and reporting framework including technical backstopping to the team for convergent programming.
  • Provide technical support as necessary in organizing and managing quarterly and annual Technical Assistance programme reviews ensuring consistency with objectives and goals set out in the programme documents.
  • Monitor follow-up actions based on decisions resulting from programme reviews and performance and monitoring plans.
  • Support the programme components to effectively monitor and report on the programme activities and results to facilitate programme coherence and convergence, including progress on the implementation of the broader design of technical assistance.
  • Conduct regular field visits and surveys and/or exchange information with partners/stakeholders at provincial levels to assess progress.
  • Compile programme implementation and monitoring information/data. Contribute to the preparation of reports drawing on monitoring and analysis of key indicators. Assist in the preparation of reports on systemic issues or any other analysis or data related to programme implementation.
  • Help supervisor set priorities, strategies and implementation plans of the programme. Keep abreast of development trends to enhance programme management, efficiency and delivery.

Knowledge management

  • Contribute to identifying, capturing, synthesizing and sharing lessons learned for knowledge management.
  • Ensure that the programme is strengthened by knowledge management through data collection and analysis, complete and accurate reporting as well as participation in periodic internal and external reviews.

To qualify as an advocate for every child you will have

  • An advanced university degree (Master's or above) in education, public policy, statistics, economics, sociology or other social science field is required.
  • A first University Degree (bacherlors) in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of 2 years of professional experience in programme planning, monitoring and management in education and related areas at the international level and/or in a developing country is required.
  • Experience of working in budget support technical assistance context is desirable.
  • Fluency in English and a local language is required.
