TERMS OF REFERENCE
1. Purpose of the Contract
The purpose of the contract is to document the Pakistan experience of using telemedicine in continuation of SRH services during and beyond the COVID 19 pandemic as an innovative strategy to reaching vulnerable populations.
2. Background
Telemedicine and information communication technology has the potential to make a major contribution in health sector by improving access to quality health services to the impoverished communities. It responds to their needs and priorities by linking rural, remote and difficult environments that are underserved with the resources to the central health services.
In Pakistan, many projects are being implemented for healthcare service delivery using telemedicine to revive and boost the neglected primary health services in both public and private sectors in rural and underserved areas. The need of such services has become more apparent with the COVID-19 Pandemic where feasibility of travel and in person consultation are not always possible.
In low-income countries and in regions with limited infrastructure, telemedicine applications are primarily used to link health-care providers with specialists, referral hospitals, and tertiary care centres. Even though low-cost telemedicine applications have proven to be feasible, clinically useful, sustainable, and scalable in such settings and underserved communities, these applications are not being adopted on a significant scale due to a variety of barriers.
WHO has supported the government of Pakistan to use of telemedicine to provide essential SRH services through Public and Private sector. Technical and financial support has also been provided for expansion of telemedicine services through existing networks of telemedicine providers including Sehat Kahani, an institution run by female health care providers to provide services to fellow women in order to ensure that essential SRH services are made available to the communities during the difficult times of pandemic and beyond. WHO Pakistan therefore would like to document the experience in telemedicine implementation so far to continue SRH services.
Therefore, the support is being solicited from a communication expert /firm to document the Pakistan experience in Telemedicine, provide photography and videography on the whole process from conceptualisation of the idea to implementation.
3. Planned timelines A total of 15 working days spread over the following timeframe:
Start date: 01/04/2021
End date: 21/04/2021
4. Work to be performed
The Communications expert would work closely with WHO RMNCAAH team at Islamabad and provincial levels, Ministry focal points, and stakeholders involved in Telemedicine in Pakistan to document the country’s telemedicine experience.
The communications consultant/firm will:
Deliverables and timelines:
First Deliverable: Signing of contract (0% payment)
Second Deliverable: Approved Inception report (within 3 days of signing of contract) by 4 April 2021 (30% payment)
Third Deliverable: First draft of documentation of Telemedicine experience for Pakistan and images by 12 April 2021 (40% payment)
Final Deliverable: Submission of final approved version of the documentation and video by 19 April 2021 (30% payment)
5. Technical Supervision
The selected Media Firm will work under the supervision of:
Responsible Officer: Cluster Lead (Cat-3) and National Professional Officer (RMNCAH)
Manager: WHO Representative / Head of Mission in Pakistan
The copyrights of both products will be retained by the Ministry of Health and WHO Country Office
