Organizational Context and Scope:-
Established in 1951, and operational in Pakistan since 1981, the International Organization for Migration (IOM) is the leading inter-governmental organization in the field of migration and works closely with governmental, inter-governmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Over the years, IOM has expanded and affirmed its role as the leading Organization assisting the Government of Pakistan to ensure humane and orderly movement of people by devising practical solutions to shifting dynamics of migration, protecting, assisting and supporting vulnerable migrant populations, promoting international cooperation on migration issues and serving as a key source of advice on migration policy, research, data and practice Pakistan remains the third-largest refugee-hosting country globally, hosting Afghan refugees holding Proof of Registration (PoR) cards, Afghan Citizenship Card (ACC) holders and undocumented Afghan migrants.
IOM supports the Government of Pakistan in the implementation of cross-border programming supporting Afghan migrants and refugees which aims to contribute towards promoting peaceful co-existence with host communities. In view of present government policy, and in line with the strategic approaches adopted by the Afghanistan Situation Regional Refugee Response Plan (2022) and IOM ’s Comprehensive Action Plan for Afghanistan and Neighbouring Countries (2021-2024). IOM Pakistan will support the most vulnerable communities hosting Afghan migrants and refugees to address humanitarian needs and reduce protection risks for people on the move, in parallel to anticipatory action to mitigate the crisis impact, save lives and livelihoods, and enable societies to transition and recover towards sustainable development.
Under the overall supervision of the Chief of Mission and the Senior Programme Coordinator (Emergency and Post-Crises) and direct supervision of the Emergency Health Programme Manager in IOM Pakistan, the Programme Officer (Health) will be responsible for deliverables outlined in the following sections:
Responsibilities and Accountabilities:-
Technical Assistance and Project Implementation
-
Support the implementation of program activities and provide strategic and technical inputs in the areas of emergency health programming and health system strengthening, including preparedness and response, primary and secondary health care service delivery, micro grants for Basic Health Units, community health education, mental health and psychosocial support, COVID-19 and capacity building programming.

Support with project and resource deployment, activation, implementation, reporting and evaluation of the emergency health-related programs, including monitoring of budget expenditure and ensuring that key performance indicators are met.

Participate in the development of essential standardized toolkits (such as referral protocols, communication procedures, best practice guideline, etc.).

Work with field teams and logistics to procure program supplies within program budgets, including through the creation of procurement plans as assigned.

Conduct regular visits to the field to ensure proper implementation of activities, determine programmatic gaps, etc.

Participate in and contribute to policy discussions at regional, national and sub-national health forums and coordination groups
Partnership and Coordination
-
Build and maintain partnerships with the Ministry of Health, World Health Organization (WHO), UNICEF, UNHCR and other relevant government ministries, UN agencies, NGOs and parties, including local NGOs/CBOs, for coordinated program implementation, including with Health Sector Coordination

Coordinate with government ministries, other UN agencies and partner organizations to advocate for migrant inclusion in COVID-19 activities/services, including vaccination campaigns, risk communication and community engagement, and cross-border activities at Points of Entry

Coordinate with other units in IOM (e.g., Protection, Displacement Tracking Matrix, livelihoods) to integrate and mainstream health components into project proposals, tools and strategies where relevant and possible.
Monitoring and Evaluation
-
Work closely with the programme support and operation teams, and IPs when applicable, to facilitate the alignment of M&E requirements throughout implementation of projects’ goals and ensure adherence to specific donor requirements for monitoring

Maintain existing indicator tracking tools; coordinate with the IM developer to create additional tracking tools as needed to monitor the effectiveness of project interventions and ensure health data is accurately captured; provide technical guidance, training and support to Unit team and implementing partners regarding M&E tools

Provide technical inputs to facilitate migrant inclusive approach in the development of improved systems for regular monitoring and reporting on health project achievements, challenges/early warning system, and strategic needs

Follow up on findings and lessons-learned from programme reviews and evaluations to ensure that related recommendations are well-understood and considered for the continued implementation of the programme and future project development.
Proposal Development and Reporting

Support with the development, design, and writing of proposals and concept notes for related programming
-
Coordinate finalization of documents and regular reports, including but not limited to quarterly progress reports, situation reports, success stories, briefing notes and background information required by donors, Government and other entities in consultation with direct supervisor.

Support building IOM mission’s capacity to engage and lead efforts in migrant inclusive health response and contribute to migration health knowledge base in regular monitoring reports, IOM SitReps, IOM Country Strategy, etc.

Any other duties as might be requested by direct supervisor/senior management.
Required Qualifications and Experience:-
-
Master’s degree in Public Health, Emergency Health, Development Studies or Community Development or a related field from an accredited academic institution; or
-
University degree in the above fields with two years of relevant professional experience.

An additional qualification in clinical medicine, tropical medicine, maternal and child health or public health is an advantage.

Operational/field experience in Health Sector Coordination, Health System Strengthening, Emergency Health, Migration Health or Community Health programming

Experience in programme/project formulation, monitoring and evaluation, ideally with international organizations
-
Experience working with government and non-government agencies on public health issues
-
Project management experience, including supervisory experience.
SKILLS:-

Demonstrated skills in program management, program design, monitoring & evaluation, report writing and analysis.

Demonstrated ability to identify, approach, and coordinate with stakeholders of diverse backgrounds and levels of expertise

Knowledge of UN and bilateral donor programming

Proficient in Microsoft Office (word, publisher, excel and power point)

Understanding of gender considerations

Desirable: skills in coordinating teams and establishing and maintaining working relations with government officials, UN agencies, NGOs and Donors, including familiarity with the humanitarian cluster system.
Languages:-

For all applicants, fluency in English and Urdu is required.
