Background

The WHO Country Office in Pakistan is supporting the Expanded Programme on Immunization (EPI) at national and provincial levels in coordination with national and provincial health departments, to escalate and enhance the routine immunization of all eligible children throughout the country. With technical assistance from the WHO, the EPI Programme/MoH and DoH have decided to improve the EPI vaccination sites by assessing the current level of infrastructure in more than 2000 vaccination sites as well as propose establishment of new vaccination centers across the country and around 100 vaccination sites in super high-risk areas in particular.

Responsibilities

Under the direct supervision of the Medical Officer (EPI) and in coordination with the respective Heads of WHO’s Provincial Offices and the EPI Programme Managers, the incumbent will perform the following tasks:

• Based on the assessment, develop timelines and BOQs to establish at new EPI centre in each identified Union Council (UC) where fixed EPI vaccination centre or supplementary/additional centre either does not exist or difficult to access.
• Based on the assessment, develop timelines and BOQs to refurbish existing EPI centres based on minimum quality standards to make child/family friendly centres.
• Compute load and grade requirements, water flow rates, and material stress factors to determine design specifications.
• Inspect project sites to monitor progress and ensure conformance to design specifications and safety or sanitation standards.
• Monitor and direct construction, operations, and maintenance activities at project site.
• Direct and/or participate in surveying to lay out installations and establish reference points, grades, and elevations to guide construction.
• Estimate quantities and cost of materials, equipment, or labor to determine project feasibility.
• Prepare or present public reports, such as bid proposals, deeds, environmental impact statements, and property and right-of-way descriptions.
• Determine and monitor the adequacy and strength of foundations, concrete, asphalt, or steel based on the provided/available tests reports .
• Provide technical advice regarding design, construction, or program modifications and structural repairs.
• Communicate with team members as well as customers and vendors to ensure maximum cohesion and fluidity on projects.
• Monitor projects for progress, compile status report and share with all concerned.
• Comply with guidelines and regulations including permits, safety etc. and deliver technical files and other technical documentation as required.

Skills

• Excellent knowledge of design and visualizations softwares like AutoCAD or others.
• Proficiency in site layout, grading, utility design, erosion control, regulatory approvals etc.
• Project management and supervision skills.
• Strong communication and interpersonal skills.
