Pakistan was the sixth country in the world to sign and ratify the Convention on the Rights of the Child, less than one year after it was adopted by the United Nations General Assembly in 1989. However, children and adolescents living in Pakistan still face acute challenges.

UNICEF supports the Government of Pakistan to accelerate progress for children, work to achieve the Sustainable Development Goals (SDGs) and help children realize their rights under the Convention on the Rights of Children. This will be made through, among others things, strong partnerships with provincial authorities, teachers and health professionals, frontline workers and social mobilisers, communities and families, and of course the children and adolescents themselves.

In particular, UNICEF will work so that:

  • Every child survives and thrives - being in good health, immunized, protected from polio and accessing nutritious food.
  • Every child learns.
  • Every child is protected from violence and exploitation and registered at birth.
  • Every child lives in a safe and clean environment, with access to safe drinking water and adequate sanitation.

How can you make a difference?

UNICEF has been providing technical support to Ministry of National Health Services Regulation & Coordination (MoNHSRC) on Risk Communication and Community Engagement in order to respond to the COVID-19. RCCE strategies and plans are implemented in all four provinces and GB and AJK. Regular reporting, as per requirement (weekly or biweekly), is done by all provinces on the set of indicators so as to assess the population reached through RCCE activities.
 
UNICEF chairs the UNRCCE coordination meetings and also contributes in reporting the population reached with RCCE activities through various partners in the sector. Therefore, regular information management and analysis of data coming from the provinces and partners is important for quality reporting in order to come up need based strategic plan.
 
Working under the supervision of the Chief of C4D, the consultant will be responsible to provide technical support to and coordinate with provincial C4D officers and relevant colleagues to collect and capture accurate data on RCCE and report to Islamabad C4D team. The consultant will also coordinate with RCCE sector partners and collect RCCE data and analyse it. The data will be used mainly for Situation Report purpose, donor updates and report and periodically to the presentations for UNCT, RCCE taskforce and other forums as required.

To make a difference, you will be accountable for the following tasks and deliverables:

  • Revise/develop RCCE targets, data collection tools and monitoring indicators for RCCE as required
  • Provide orientation and technical guidance on data collection methods, tools and process to provincial C4D colleagues programme colleagues and CSO partners.
  • Coordinate and communicate with provincial C4D colleagues for timely data collection and reporting of RCCE data.
  • Coordinate among all the sector partners and stake holders for timely data collection and reporting of RCCE data.
  • Compile and clean data received from the provinces, and sector partners analyse and produce a national aggregation to report in the SitRep in timely manner.
  • Create an information management system where people can access all the available data, reports and documents on RCCE available.
  • Consolidate recommendations and follow up on action points
  • Manage the information on RCCE and contribute to donor reports, briefings and periodic updates to UN and other partners.
  • Produce graphical high-quality presentation of the RCCE data for documentation, advocacy and reporting purposes as required.
    Participate and present the information in the RCCE taskforce meetings

Deliverables:

  • RCCE targets, data collection tools and monitoring indicators for RCCE developed/revised as required
  • UNICEF C4D and programme staff and CSO partners trained on RCCE data collection methodology, process and reporting
  • Data from RCCE partners collected systematically and reports available timely for reporting.
  • Data from the provinces and RCCE sector partners compiled, cleaned and national aggregation produced to report in the SitRep in timely manner.
  • Information on RCCE managed systematically and available for donor reports, briefings and periodic updates to UN and other partners.
  • Updated accountability matrix with consolidated recommendations and actions
  • High quality short graphical presentation of the RCCE data prepared for use in documentation, advocacy and reporting purposes as required.
  • Presentation of information done in RCCE taskforce meetings.

To qualify as an advocate for every child you will have

  • An advanced university degree (Masters or higher) in field of information management, statistics or any other related technical field;
  • A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree;
  • A minimum of two (2) years experience in monitoring, evaluation, information management in the context of communications and community engagement;
  • Knowledge and understanding of monitoring, reporting and evaluation tools;
  • Verbal and writte Fluency in English and Urdu required.
  • Computer skills including Microsoft Office programs such as Word, Excel, and PowerPoint are required;
  • Knowledge of Information cataloguing and data management systems would be an advantage;
  • Information sharing and communication technologies within a team via platforms such as Dropbox and Skype would be an advantage;
  • Experience analyzing qualitative data would be an asset.

NOTE:

  • Estimated Duration: 6 months, estimate starting date: March 2021
  • The consultant will be based in Islamabad.
  • The level of consultancy is equivalent to NOA.
  • Applicants are requested to submit a financial quotation indicating monthly fee as part of the application against each deliverable.
  • HEC Attested and verified degrees are a pre-requisite for employment at UNICEF. Candidates will be required to present attested and verified degrees.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
