Terms of Reference (TOR)
Purpose of the position is to improve and align the generation of, and demand for Health Policy and Systems Research (HPSR) for stronger country health systems.
Under the direct supervision of Coordinator (HSD) and the overall guidance of HWCO Pakistan, the incumbent will work in close cooperation with respective Technical Officers of different program areas at the WHO Country Office, and will interact with the national government, development agencies and other relevant stakeholders in working towards the objectives. He/she will be responsible for successful delivery of activities in the area of HPSR. This will involve contacts with counterparts in the Federal Office, with provincial counterparts, and other UN bodies.
The incumbent shall perform below duties:
Undertake analyses on the state of HPSR in the country, including bibliometric analyses of existing HPSR knowledge, analysis of the flow of financial support for HPSR from government and non-governmental sources.
Establish mechanisms and platforms for the generation and use of policy relevant HPSR knowledge to inform health planning.
Manage and monitor the research programmes related to results-based financing, access to medicines and systems thinking.
Coordinate with governments and public health agencies in requesting and advocating for funding for HPSR from public health funding mechanisms and agencies, including but not limited to the Gavi Alliance, the Global Fund and the Global Financing Facility.
Strengthen capacity of national and subnational stakeholders to demand and use HPSR knowledge; and to organize and lead an effective health policy dialogue focusing on priority areas of health financing, public health, and primary care.
Contribute to the HPSR programme of work on understanding enablers and barriers to the demand for, and use of, health systems research to inform decision-making through engaging with research and health policy communities and developing strategies.
Manage the development and ongoing maintenance of the HPSR's donor reporting log frame and lead the preparation of monitoring reports for donors.
Functional Knowledge and Skills
Demonstrated skills in policy analysis relevant to low- and middle-income countries using both qualitative and quantitative techniques.
Excellent understanding of the current state of health policy and systems research and challenges and opportunities facing the field.
Ability to produce high-quality technical documents on various issues of health systems
Excellent interpersonal and analytical skills
Required experience:
At least 5 years’ work experience in the area of health policy & planning, of which at least 3 years with the Government of Pakistan. Demonstrated experience in the area of Primary Health Care (PHC). Experience in the development and management of donor reporting.
Experience in supporting the generation and use of HPSR and HPSR capacity building is Desirable.
