Purpose of the position is to provide a variety of administrative/clarical support to the WHO Country Office, including processing of human resources (HR) actions.
Under the supervision of the HR Specialist and general guidance of the WCO Operations Officer, the incumbent shall perform below duties:
1. Draft Terms of References (TORs) and related documents for new non-staff positions.
2. Administer the recruitment of non-staff, publish vacancy announcements, screen applicants, and finalize necessary arrangements for tests/interviews, conduct reference checks and initiate necessary appointment actions, finalize contractual arrangements for Special Service Agreements (SSAs), national and international Consultants and Agreements for Performance of Work (APWs) through the ERP.
3. Monitor expiration of all types of non-staff contracts; initiate extensions, separations; attach necessary documents, check availability of funds, and follow up with different stakeholders timely finalization of actions.
4. Administer the attendance system, update and maintain leave records for non-staff (LICA holders, SSA holders, consultants, etc.), including:
a. verifying leaves claimed against the records, alert staff in case of any discrepancy and inform supervisors of excess leaves/absence;
b. submitting leave requests on behalf of absent LICA holders;
c. responding to the queries received from LICA holders and coordinating with UNOPS to resolve the matter.
5. Follow up with concerned units/stakeholders on necessary arrangements regarding, travel, visas, residency permits, security clearances, travel authorizations, UN ID’s, hotel bookings for staff and non-staff.
6. Update and maintain confidential files (electronic and hard copies) of non-staff contract holders, including performance appraisals, ensure confidentiality, and provide related statistical information and reports as and when necessary.
7. Support the unit in conducting staff training and development activities including logistical arrangements.
8. Perform any other related task assigned by the supervisor.
