Nature of the Consultancy & IOM Project to which the Consultancy is contributing

IOM has worked closely with key Government of Pakistan stakeholders to support the implementation of the 2030 Agenda for Sustainable Development and recognizes the immense contribution of migration to achieving the goals. 10 out of 17 goals contain targets and indicators that make direct reference to migration or mobility (Table 1). Moreover, migration is acknowledged as a cross-cutting issue that cannot only be treated solely as a development problem to be addressed rather as a mechanism that can contribute to the achievement of other SDGs. To do so, governments and other actors need to identify the mutually supporting relationships between migration and each of the goals and targets of the SDGs.

Improved data collection practices on different dimensions of migrants’ situations allow us to better understand their vulnerabilities, and analyze the role of migration on health, income, education, and other outcomes. Greater disaggregation is therefore vital to integrate migration as a cross-cutting theme across other development themes.

Unfortunately, significant gaps remain in terms of quantity, accuracy, timeliness, disaggregation, comparability (over time and across countries) and accessibility of migration-related data in Pakistan. These data gaps consequently make it challenging for decision-makers to develop effective, informed, and inclusive migration policies.

Against the above background, IOM Pakistan in close coordination with the Federal SDGs Unit based at the Ministry of Planning, Development and Special Initiatives of Pakistan, intends to carry out mapping and assessment exercise on existing migration data management practices in the departments of Government of Pakistan.

The consultancy will have the following objectives:

  • Identifying key stakeholders/departments involved in migration-related data management including information on categories and quality of data collected by each government department/ministry.
  • Assessment of processes involved in migration-related data collection, storage, analysis, dissemination and sharing by identified departments
  • Assessment of the department’s capacity needs to improve data management practices along with key gaps in existing processes
  • Assessment of the policy responses to migration data reports by the Government of Pakistan
  • Drafting set of recommendations to improve migration data management practices and establishing mechanisms to centralize, disaggregate and cross reference all data collected

Tasks to be performed:

The consultant is expected to undertake the following tasks:

  • Conduct a desk review on current migration data management practices in the departments of Government of Pakistan and present an Inception Report, highlighting background information and mapping methodologies, scope of work and expected outcomes.
  • Organize and lead consultative meetings with government stakeholders including federal and provincial ministries, departments, and organizations for identification of key stakeholders maintaining data on migration-related indicators including information on categories and qualities of data collected by each organization.
  • Assess processes involved in migration related data collection, storage, analysis, dissemination and sharing by identified government departments as well as an assessment of the organizations’ capacity needs to improve data management practices along with key gaps in existing processes.
  • Devise recommendations to improve migration data management practices and establish mechanisms to centralize, disaggregate and cross reference all data collected
  • Prepare a draft assessment report analyzing outputs of consultations and presenting recommendations to improve data availability and analysis on migration.
  • Facilitate a validation workshop involving key stakeholders.
  • Address all feedback from the stakeholders and prepare and submit a final report to IOM on migration data management practices in Pakistan.
  • Attend regular meetings with IOM staff to coordinate activities and report on task completion

Tangible and Measurable Outputs of the work assignment:

By the end of the contractual period, the consultant is expected to deliver the following outputs:

  • Workplan with the timeline for each deliverable
  • Inception Report- maximum 15 pages, highlighting background information and mapping methodologies, scope of work and expected outcomes.
  • Lead consultative meetings with government stakeholders including federal and provincial ministries, departments and organizations for identification of key stakeholders maintaining data on migration-related indicators including information on categories and qualities of data collected by each organization.
  • Produce an assessment report analyzing information collected from the consultative process and presenting set of recommendations
  • Lead a results validation meeting to discuss overall findings and seek feedback from all stakeholders
  • Incorporate comments and feedback to submit a final report with recommendations on migration data management practices in Pakistan

Performance Indicators:

The quality, targets and details of the work performed as established in above as well as compliance with agreed delivery dates.

Remuneration and Terms of Payment

Payment will be made to the consultant in three instalments, one each after every month, based on the following deliverables:

  • 1st instalment deliverable: Workplan (finalized), inception report and visit report for stakeholder
  • analysis
  • 2nd Instalment deliverable: Assessment report and first draft of final report
  • Final payment deliverable: Finalized report with recommendations

Delivery Dates:

  • Duration of the consultancy: maximum 2 months (60 days)
  • Starting date: As soon as possible, and no later than 15th November 2021.

The Consultant will provide his/her final work plan at the beginning of the assignment for the final approval of the Senior Programme Manager. The work schedule will set up clear deadlines for the completion of each expected deliverable.

Qualifications or specialized knowledge/experiences required:

The Consultant should have:

  • Postgraduate Degree in Social Sciences or a related field from an accredited academic institution, with at least four years of relevant professional experience; or University degree in the above fields with at least six years of relevant professional experience.
  • Experience and understanding collecting and analyzing socio-economic statistics
  • Strong experience of liaising with government stakeholders
  • Strong background in migration research and extensive knowledge of migration issues in Pakistan
  • Strong research, writing, and analytical skills with the ability to research a wide range of topics using multiple sources.
  • Experience in drafting research and policy papers for publication will be an added advantage

IOM’s Role and Responsibilities:

To facilitate the process, IOM will be responsible for the following:

  • IOM will cover all logistical costs essential for the consultant to carry out the above tasks as per its standard procedures. This shall include cost of travel within Islamabad, travel and accommodation for meetings outside of Islamabad and venue for arranging stakeholders’ meetings
  • IOM will facilitate linkages with relevant government departments and their focal persons for organization of meetings, interviews, and other engagements.
  • IOM will provide temporary space in its office for the consultant, if needed.
