Mapping of the Gender Specific Social Sector interventions under the Annual Development Plan 2020-2021 for the Govt. of KP

Background:

In the face of developmental challenges in Pakistan, including the large spectra of gender inequality encompassing women’s empowerment, economic dimensions and gaps in fulfilment of women’s reproductive rights, UNFPA, UNWOMEN and UNICEF designed a five-year (2018-22) joint programme - “Empowering and Protecting Pakistan’s Women, Youth, Girls and Boys for a Developed Tomorrow” (AAWAZ II Programme).

The AAWAZ II Programme, aims to promote the rights of children, women, youth, religious minorities, people with disabilities, and other excluded groups in Pakistan. It aims to achieve the following outcome: “Pakistani society and government institutions support increased voice, choice and control for women, girls, boys, youth, religious minorities and other marginalized groups, protect them from exploitation and prevent discrimination and intolerance at all levels”.

As all participating UN agencies are engaging with government and non-government institutions and organizations in Pakistan to address Gender-Based Violence (GBV). The inter-related nature of the different forms of GBV warrants holistic policy and programming by the Government to address gender inequality and vulnerabilities of women or girls.

A key focus is to strengthen the institutional systems and coordination among the government departments, especially for those focusing social sector, protection and women machineries to address GBV.

The Govt of KP has established Social Protection & Gender unit in the Planning & development Division. The unit is designated to undertake social sector coordination for informed assessment and input into the governmental planning processes. A review of current ADP is planned to map the ongoing programs of the KP social sector departments. The mapping will inform UNFPA led multi sectoral planning initiative to be housed in the P&D with reference to social protection for GBV victims & survivors.

UNFPA seeks services of Peshawar based Consultant to support P&D Department KP to undertake this mapping.

Purpose of consultancy:

The purpose of the review is to map the social sector’s Departmental efforts for informed planning; maximize the synergies between departments; take advantage of the existing work done in preceding ADP; avoid duplication of efforts; to convene and coordinate the multi-sectoral plan on GBV


 

Scope of work:

KEY ACTIVITIES:

With reference to gender equity, social protection & GBV:

1. Review the current ADP 2020-2021 to identify governmental programmes, including budgetary allocation
2. Identify programs that are continuing form preceding ADP 2019-2020 and indicate change in budget and focus, if any
3. Develop matrix to collect Department specific information on ADP programmes, budget and linked policies/ strategy, etc. as supported out of ADP and by the donors.
4. Undertake gap analysis in terms of identifying (a) availability of policy/ strategy; (b) availability of technical human resource to implement Programmes; (c) allocation & availability of adequate budget; (d) alignment of linked donor support with the departmental mandate or otherwise; (d) duplication of focus and/or programming among the departments; (e) any data being generated by the department & its programming; and if yes, how is it being utilized or otherwise for informed planning & policy review.
The GBV and linked programme and protection mechanism will be identified as a separate category.
5. Analyze to recommend improved coordination at Policy, Programming, Legislation level.
6. Most importantly, designing vibrant codes for codification and re-titling of projects in accordance with their gender responsiveness and social inclusion elements to help identification of the level of gender inclusiveness of projects

 

Supervisory arrangements:

The consultants will report to the Unit lead Social Protection & Gender of the P&D department for operational/ day to day management of assignment and will maintain coordination with UNFPA bilaterally.


 

Required expertise, qualifications and competencies, including language requirements:

Qualification and Experience:

  • University degree in Public Administration or related Social sciences including gender studies.
  • At least 10 years of working experience with Government in Planning, Public Sector Finance, Gender or linked Social sector
  • Demonstrated experience in Public Sector governance; engagement with government at national & provincial level specifically in research with advance analytical skill and familiarity with statistical tools and methods.
  • Proficiency in English and Urdu; Pashtu will be value addition.
  • Strong interpersonal and communication skills with senior level governmental engagement
  • Ability to work effectively with minimal supervision & time bound delivery of tasks in hand.
  • Excellent Computer and IT skills
