Pakistan was the sixth country in the world to sign and ratify the Convention on the Rights of the Child, less than one year after it was adopted by the United Nations General Assembly in 1989. However, children and adolescents living in Pakistan still face acute challenges.

UNICEF supports the Government of Pakistan to accelerate progress for children, work to achieve the Sustainable Development Goals (SDGs) and help children realize their rights under the Convention on the Rights of Children. This will be made through, among others things, strong partnerships with provincial authorities, teachers and health professionals, frontline workers and social mobilisers, communities and families, and of course the children and adolescents themselves.

In particular, UNICEF will work so that:

  • Every child survives and thrives - being in good health, immunized, protected from polio and accessing nutritious food.
  • Every child learns.
  • Every child is protected from violence and exploitation and registered at birth.
  • Every child lives in a safe and clean environment, with access to safe drinking water and adequate sanitation.

How can you make a difference?

To review and develop multisectoral AA plan (AAP) for nutrition with clear theory of change, goals and objectives, outputs and activities and budgeting. The consultant will review all available documents (NNS and MICS 2018 results, Optima Analysis, sectoral plans and PC1 documents, progress review reports and minutes of such review meetings/ and workshops< national Multisectoral plan and strategy documents). The consultant will coordinate and engage line departments, academia, sectoral experts, UN agencies and civil society organizations in the review and development process:

  • 1. Provide a brief inception report with clear scope of work, deliverables and timeline.
    2. Conduct document review of all available program documents, surveys data and strategy notes (NNS and MICS 2018, optima analysis report, PC1 document and progress review reports etc.).
    3. Organize consultation with each sector involving program focal persons, sectoral experts, academia, UN agencies and civil society organizations in the review process
    4. Develop clear theory of change (TOC) for each sector and a common ToC for overall multi-sectoral plan for nutrition through a joint consultative process.
    5. Develop a complete multisectoral plan and share it with key stakeholders for review and feedback.
    6. Submit the final draft of AAP multisectoral plan for nutrition to AAP Secretariat
    7. Presentation of final document to provincial level stakeholders and submission of final document
To make a difference, you will be accountable for the following tasks and deliverables:
 
Tasks:
 
  • Submission of brief inception report to AAP Secretariate and UNICEF
  • Conduct review of documents (NNS and MICS 2018 data, sectoral plans, AA Plan, result matrix, integrated multisectoral strategy, sectoral PC1 and sectoral progress review reports/ and workshops meeting minutes etc.)
  • Organize consultative meetings with sectors on analysis of what worked well, what has not and what should be done in upcoming plan
  • Facilitate sectors to jointly review and develop sectoral plans with clear theory of change, outcome, outputs and activities with targets and timeline
  • Presentation of draft multi-sectoral plan (strategic document) to provincial level stakeholders.
  • Submission of final consolidated multisectoral sectoral plan to AAP Secretariat.

Deliverables:

  • Draft copy of inception report (2nd week of August, 2021)
  • Summary of findings for each sector
  • List of documents reviewed and consulted (1st week of September, 2021)
  • Workshop/meeting minutes conducted with each sector (4th week of September, 2021)
  • Copies of draft sectoral plans (3rd week of November, 2021)
  • Copy of draft presentation, and workshop report (1st week of December, 2021)
  • Submission of final copy of multisectoral plan (3rd week of December, 2021)

To qualify as an advocate for every child you will have

  • An advanced university degree (Masters or higher) in in Medical Sciences, Public Health and or Social Sciences
  • A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.

  • Excellent knowledge and understanding of multisectoral initiatives and programs.
  • At least 8 years experience of drafting polices, strategies and program documents at national or provincial level
  • Previous experience and competence of working on policy and strategy documents and proposals on multisectoral nutrition interventions.
  • Good understanding of the provincial level policies, strategies, and programs to address stunting and malnutrition.

NOTE:

  • Estimated Duration: 55 days, estimate starting date: 1 August 2021
  • The consultant will be based in Karachi
  • The consultancy is at NOD equivalent level.
  • Applicants are requested to submit a financial quotation indicating monthly fee as part of the application against each deliverable.
  • HEC Attested and verified degrees are a pre-requisite for employment at UNICEF. Candidates will be required to present attested and verified degrees.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.

Individuals engaged under a consultancy or individual contract will not be considered staff members under the Staff Regulations and Rules of the United Nations and UNICEFs policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
