TITLE: Participatory Programming Expert

DUTY STATION: Peshawar (with travel to Merged Areas)

DURATION: 70 Working Days

The Newly Merged Areas (NMAs) of Khyber Pakhtunkhwa (KP) (former Agencies of the Federally Administrated Tribal Areas FATA) and hereinafter referred as NMAs[1] span the region bordering Afghanistan and Pakistan’s Province of KP. The NMAs remained one of the most underdeveloped regions of Pakistan, enduring decades of marginalization and economic deprivation. Livelihoods and employment remain critical issues related to both social and economic development, and to matters of stability and governance. The passage of the 25th Constitutional Amendment with political consensus and its subsequent presidential approval on 31st May 2018 signaled a historic change and will fundamentally alter the lives of 5 million inhabitants of NMAs.

UNDP Pakistan aims at strengthening the capacities of concerned administrations prior to the local government elections in the tribal districts. In this regard, the project Inclusive Capacity Building of Local Governments in Seven Tribal Districts was implemented in the years 2019 and 2020. The intervention focused on improving the local government capacities to better perform their functions in the Newly Merged Districts.

In the two first years of implementation of the programme, UNDP strived to initiate and sustain a dialogue between the local governments on the ground and the civil society, through dedicated sessions and discussions. UNDP now aims at bringing this component further and encourage the local government and civil society to set joint objectives, as well as to work together to reach them. This participative programming component will complement the initial state-society dialogues held in the pilot TMAs and create a lasting follow-up mechanism.

The participating local governments will make commitments aiming at responding to the needs expressed by the communities during consultations. These objectives will be followed-up upon by initiatives of the local government under agreed timelines. Eventually, the progress achieved will be linked with the overall governmental objectives and their impact will contribute to the measurement of progress towards the Sustainable Development Goals (SDGs).

Requirements

  • A recognised Master’s university degree in the field of Social Science, or any other subject relevant for the position;
  • Knowledge of erstwhile FATA, its merger with KP and its systems is essential;
  • Knowledge and proven working experience with LGS and LCB;
  • Strong analytical skills;
  • Past experience of similar assignments;
  • Excellent interpersonal, team working and communication skills;
  • Excellent Report-writing skills (English).
