Organizational Location and Job Purpose:
Under the direct supervision of the International Humanitarian Programme Specialist in Pakistan and in close coordination with Humanitarian Programme Analyst and the CO integrated programme management team members, the Planning, Monitoring and Reporting Analyst will be responsible for ensuring that results-based monitoring and evaluation plan developed, implemented, and results acted upon within the humanitarian programme component. S/he will be responsible for results-based reporting and ensuring the use of results-based indicators, humanitarian data collection and analysis to inform programming and readjustment processes. S/he will also contribute to the formulation of humanitarian workplans, drawing upon the monitoring and analysis of interventions, and lessons learned.
Major Activities/Expected Results:
Situational Monitoring and Assessment
Coordinate with implementing partners and key humanitarian programme stakeholders the collection of data for the indicators of the project titled “Provision of Life-Saving maternal and Reproductive Health (RH), Protection Support Services for Women and Girls in Khyber Pakhtunkhwa, including Tribal Districts and Host Communities in Balochistan”;
Create a database on key RH indicators and other key indicators inclusive of gender focusing on the project target areas;
Monitor the situation of women and girls with national partners, and ensure that high quality operations research is carried out to fill key knowledge gaps on challenges affecting women and girls;
Provide up-to-date information on the situation of women and girls in humanitarian settings in support of annual reviews, mid-term reviews, donor reports or other progress reports;
Provide technical support to rapid assessment (inter-agency or independently, if necessary) to provide adequate strategic information to determine programmatic needs in RH and gender;
Ensure results-based monitoring and evaluation plan developed, implemented, and results acted upon within the project.
Planning and Performance Monitoring
Actively participate in the preparation/development of workplans, including identifying a set of programme performance indicators for workplans and adjusting, as necessary;
Set-up and maintain a practical system for oversight and monitoring of the performance of implementing partners and document lessons learned;
Track and analyze key annual programme indicators, and provide regular reports to the International Humanitarian Programme Specialist and the CO management to inform programme and management decisions;
Monitor and assess overall progress of the programme on achievement of results and sustainability of the programme results;
Contribute to the development of field monitoring frameworks and monitoring calendars;
Coordinate data collection and analysis from monitoring field visits standardized across workplans to ensure optimal use of resources to feed into programme performance monitoring.
Contribute to specific risk assessment exercises and update risk registers;
Ensure that primary beneficiaries of the project are involved in monitoring the programme and carry out monitoring and assessment exercises with gender and inclusion lens.
Facilitate learning from the results of monitoring and evaluation and contribute to knowledge development, management and sharing activities;
Make recommendations for improving the monitoring and evaluation practices.
Evaluation
Design high quality evaluation terms of reference;
Facilitate mid-line and end-line project evaluations to see the extent to which the project has achieved or is going to achieve its pre-stated objectives;
Capacity Development
Prepare a capacity building action plan and relevant tools in support of strengthening the capacity of implementing partners and humanitarian stakeholders in results-oriented monitoring, operations research and reporting;
Ensure that national partners are aware of monitoring and reporting requirements and have access to related learning resources;
Contribute to the development, harmonization and introduction of monitoring and assessment tools, modules, working papers and guidance note for project partners and stakeholders.
Work Relations
The Planning, Monitoring and Reporting Analyst will support the International Humanitarian Programme Specialist in conceptualization, planning, implementation, monitoring and evaluation of the humanitarian programme initiatives as well as humanitarian preparedness and response. S/he will work closely with Humanitarian Programme Analyst, CO Monitoring and Evaluation Analyst and the CO integrated programme management team members. S/he will collect and analyze data for key humanitarian programme indicators and prepare reports for the UNFPA Representative and Deputy Representative. S/he is expected to establish and maintain collaborative relationships with UNOCHA, health and protection working groups, and counterparts in government, multi-lateral and bi-lateral donor agencies and civil societies.

Education:
Advanced university degree in Public Health, Development Studies, Sociology and/or other related social science field
Knowledge and Experience:
3-5 of increasingly responsible professional experience in planning, designing and management of humanitarian and development programmes;
