Technical Officer (AMR/AMC Surveillance)

Job Description

WHO Country Office Pakistan with close technical guidance and cooperation of AMR/IPC Unit, Regional Office has been working on AMR activities under all the five global action plan objectives. These specific domains include development & implementations of national strategies/action plans, AMR (antimicrobial resistance) surveillance including antimicrobial consumption and responsible utilization & capacity building, Infection Prevention & Control, AMR advocacy & awareness and antimicrobial stewardship. AMR implementation is multi-sectoral and cross cutting necessitating coordination and close involvement of many sectors namely, health, veterinary, food/agriculture and environment at both the federal and provincial levels.

  • Facilitate AMR surveillance through coordination & support for upscaling GLASS (Global Antimicrobial Resistance Surveillance System) implementation in national AMR sentinel sites with reporting at country level and implementation of integrated AMR surveillance (Tricycle ESBL project).
  • Coordinate with National Institute of Health (NIH)/MoNHSR&C and Provincial DOH for collection and compilation of data on AMR (Lab; AMC; PPS) from sentinel sites. Work with and technically support WCO Focal point for analysis and providing feedback for preparedness planning.
  • Provide WHO support for establishing minimum AMR and IPC requirements by conducting orientation trainings (PPS, WHOnet, AMS, AMC methodology & rational use) for building local competences to facilitate compliance to relevant WHO AMR/IPC standards in Healthcare Facilities.
  • Provide technical support and collaborate with Drug Regulatory Authority (DRAP) for antimicrobials consumption (AMC) and antimicrobial usage (AMU) surveillance using WHO tools and standards for implementing Antimicrobials stewardship (AMS) at the federal and provincial level.
  • Harmonization of local manufacturing standards of medicines, IPC supplies & essential treatments as per WHO standards and protocols.
  • Provide technical support and coordinate with national counterparts for establishing mechanisms to integrate AMC in AMR sentinel surveillance based on WHO protocols and support the development of national Antimicrobial Stewardship policies.
  • Provide technical advice for implementing essential elements of IPC including establishing structures, conducting assessments and capacity building trainings with HCF onsite support, procurement of standardized supplies and monitoring IPC implementation at the federal and provincial level based on national IPC guidelines and SOPs.
  • Provide technical recommendations for rational use of medicines & antimicrobials within their approved label indications and development of responsible use guidelines. Assist in preparation of technical specifications for medicines & treatments including medical supplies.
  • Support and coordinate smooth management of technical missions and assessments. Technical planning/preparation of progress reviews, monitoring AMR, AMC/IPC activities with drafting reports for appropriate communication and dissemination to stakeholders.
  • Participate in the design and implementation of response to build up essential services in health facilities including facilitation for necessary infrastructures, materials, products & supplies to enable continuity of essential health services in public health events/ emergencies.

 

Specific requirements

Qualifications required:

  • Education: University degree in Medicine/Pharmacy
  • Experience: At least 5 years of professional public health work experience at the national level including experience of working on health systems development. Preference will be given to candidates with knowledge of processes and procedures of WHO and working experience in AMR/AMC surveillance including PPS WHOnet, IPC & rational use of antimicrobials.

Skills / Technical skills and knowledge:

  • Very good analytic and report writing skills
  • Excellent inter-personal and written communication skill
  • Working knowledge of computer software such as MS Word, MS Excel, MS PowerPoint.

Language requirements:

  • Proficiency in English and local language
