Pakistan was the sixth country in the world to sign and ratify the Convention on the Rights of the Child, less than one year after it was adopted by the United Nations General Assembly in 1989. However, children and adolescents living in Pakistan still face acute challenges.

UNICEF supports the Government of Pakistan to accelerate progress for children, work to achieve the Sustainable Development Goals (SDGs) and help children realize their rights under the Convention on the Rights of Children. This will be made through, among others things, strong partnerships with provincial authorities, teachers and health professionals, frontline workers and social mobilisers, communities and families, and of course the children and adolescents themselves.

  • Every child survives and thrives - being in good health, immunized, protected from polio and accessing nutritious food.
  • Every child learns.
  • Every child is protected from violence and exploitation and registered at birth.

The Education section in UNICEF Sindh is seeking an Education Officer (Digital Learning) to provide project coordination and technical support for the deployment, implementation and management of the LP in Sindh, as part of Digital Learning Initiative for Every Child. The LP will take a central role in delivering continuity of learning during the COVID-19 crisis and beyond. The LP will support students and teachers access to digitized curriculum/ syllabus/lesson plans/ textbooks and a selection of supplemental content, in national and local languages, which will be jointly curated by the Ministry of Education/School Education and Literacy Department, Government of Sindh and UNICEF. The LP will also provide interactive teaching and learning opportunities for teachers and students through live classrooms using online and offline modalities. Learning experiences and resources will also be selected and curated.

Under the guidance of Education Manager, the overall purpose of the Education Officer (Digital Learning) is to;

MAIN DUTIES AND RESPONSIBILITIES:

  • Lead the rapid deployment of The Learning Passport for UNICEF and the School Education and Literacy Department (SELD), including project management (planning, coordination, monitoring and evaluation of the initiative) in coordination with key stakeholders including SELD and UNICEF regional and global teams;
  • Oversee a team of consultants who will support the deployment of the Learning Passport, including technical team, teaching and learning consultants and translators who will localize the technology, select and curate content;
  • Provide technical expertise in digital learning and teaching and learning materials development to support UNICEFs Education team/consultants and all stakeholders to ensure deployment and user success;
  • Provide coordination and technical support to consultants responsible for the curation, digitization, localization, production of content for the Learning Passport;
  • Build partnerships with EdTc providers in Pakistan to provide content for the Learning Passport;
  • Contribute and support knowledge sharing to UNICEF national and international colleagues to ensure sharing, exchange and collaboration in the Learning Passport deployment and document lessons learned, challenges, and good practices;
  • Draft monitoring, financial and other regular reports for UNICEF; oversee and provide inputs to monitoring exercises for internal and external stakeholders and funders of the Learning Passport (grants reports, annual results report, needed updates, etc.);
  • Oversee troubleshooting and user support for users and stakeholders such as uploading government agencies, creating categories, courses, and lessons, and providing analytical reports from data aggregated by the platform;
  • Support planning and implementation of device management plans/Mobile Device Management Plan (MDM);
  • Support/coordination role to SELD in developing a digital literacy strategy and roadmap;
  • Support UNICEF/SELD to develop and implement Operational Plans, M&E Plans related to Digital Learning Initiative;
  • Training/capacity building with SELD officials/teachers;
  • Support with communication activities to promote and adopt the LP;
  • Support UNICEF on other activities related to the Education and Technology agenda at provincial/national level.

To qualify as an advocate for every child you will have.......

  • An advanced university degree (Master's or above) in education, learning technologies, educational project management, or other related social sciences field.
  • A first university degree (bachelor's) in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an advanced university degree.
  • Minimum of 2 years of professional work experience in implementing education projects for the benefit of improving student learning outcomes.
  • Experience in teaching school children including embedding a range of digital technology as tools in teaching and learning.
  • Experience in curriculum design for school children including distance learning /blended/home-based learning. Designing digital learning materials is an asset.
  • Experience in coordinating/managing staff/consultants/contractors is an asset.
  • Good technical understanding and familiarity with deploying web platforms and apps and ICT troubleshooting skills.
  • Demonstrated ability to work with Government counterparts. Previous experience with SELD an asset.
  • Demonstrated ability to build partnerships with a range of stakeholders including public and private partnerships (PPPs).
  • Demonstrated ability to work collaboratively with partners and colleagues across countries and time zones.
  • Excellent communication abilities, in both written and oral forms.
  • Demonstrated ability and experience in coordination, working independently and proactively and able to work under pressure is required.
  • Previous work with UNICEF an asset.
  • Fluency in English and a local language is required.
